Among them, there are many young and new faces in direct elections in the districts, including the Central Committee of the Democratic Alliance for the Betterment of Hong Kong and the Shatin Ma On Shan North District Committee.

Among them, in direct elections, there are many young and new faces, including the Central Committee of the Democratic Alliance for the Betterment of Hong Kong and the chairman of the Ma On Shan North District Committee of Sha Tin, Li Shi-wing, who have signed up for the southeast constituency of the New Territories.


In an interview with "Hong Kong 01", Li Shirong said that if he can successfully enter the Legislative Council, he will take over the style of working in the region for many years in the future.

He also stated clearly that he felt sad for young people leaving Hong Kong, and hoped to make achievements in people's livelihood policies and improve Hong Kong's social environment in the future, proving that Hong Kong is a place worth returning.


He said that he was quite willing to communicate with people of different political stances. He revealed that during the legislative amendments the year before, he had taken the risk of going to the meeting alone and had a conversation with a young man with the opposite political stance. "No problem is impossible to communicate."


Threatened that the new parliament will pursue officials "more ruthlessly"

Li Shirong has been working in the district for more than a decade. He was a volunteer as a student. After graduation, he started as a parliamentary assistant. In 2011, he participated in the district council election and won. He was re-elected in 2015 and failed to be re-elected under the legislative turmoil in 2019.

He pointed out that through years of experience in dealing with government departments, he has cultivated a set of working styles by himself, and he must be "careful" to the people's livelihood policy: "When you didn't know it at first, it was easy for officials to "go away", but now they learn to understand. Yes. You have to go to the "annoying" government department, follow up enough, and ask about the progress regularly, otherwise it will not stop. In short, officials must understand that the 90 Legislative Council members in the future will definitely be more closely monitored than before. Even more ruthless, don't think that there is a chance to relax."

Li Shirong pointed out that after the central government implements "patriots ruling Hong Kong", Hong Kong will finally be able to get rid of the old political disputes without politicizing everything: "In short, what I want most is to spend twice the time and energy to recover with the citizens. The time and opportunities that were missed in the past are to solve some people’s livelihood issues that should have been dealt with long ago. Hong Kong itself is our home, with many advantageous conditions. In the past, the government often said that development should be diversified, but today you ask about what advantageous industries Hong Kong has. I can only answer financial, retail, and tourism. The latter two are not stable under the epidemic. What I want to see most is that Hong Kong can closely follow the pace of national development and integrate into the 14th Five-Year Plan and the Greater Bay Area. It is more practical I see the policy. With the core policy, we also need to have specific measures to continue to follow up. I hope to interact with the government more rationally in the new political situation. Just say if there is any difficulty (the government), we are happy to help together."

Promote district-based management to re-bound traffic problems in the east

As the chairman of the Ma On Shan North Area Committee in Sha Tin, Li Sai-wing believes that the current district board has indeed "failed", but it still retains value in the long run. It is just that the role needs to be reviewed: "In the past, the funding for minor works in different districts was different. The councillors are trying to "fight for the collapse of the head." If they are used in constituency A, constituency B is gone. They need to coordinate and rotate. However, in this session of the Sha Tin District Council, there is a surplus of funding for the project."

Li Shirong hopes that, in the long run, district councils can retain their role as advisory structures, but the government can delegate some district administrative powers and resources to district committees: "District committees consist of district residents’ organizations, corporations, schools, Government agencies are actually more effective in understanding people’s livelihood work, but the problem is that we don’t have funding. Even if we discuss some matters, we don’t have the resources to engage in activities. We only have tens of thousands of yuan a year and can only do some work that does not involve resources." He pointed out. District administration should be based on districts, following the earlier proposal of the DAB to divide Hong Kong into several districts. Each district has 1 civil affairs commissioner and 3 deputy commissioners. The development plan is drawn up according to the characteristics of each district. Communicate with other policy bureaus to promote healthy competition between regions.

He specifically pointed out that the problem of inconvenience in New Territories East has not been resolved for many years: "Ma On Shan, Tseung Kwan O, and Sai Kung are all livable areas, but there are relatively few job opportunities, and they are at the most fringe of Hong Kong. Everyone will always describe themselves. It means "entering Ma On Shan" and "entering Tseung Kwan O". It is necessary to "enter" deliberately. Because the traffic is really inconvenient, it needs to be improved quickly in the future. At least the Tseung Kwan O Tunnel still has a toll of 3 yuan, which is not expensive. However, it will stop the traffic and increase the congestion. The government said that the Tseung Kwan O-Lam Tin Tunnel can be used to exempt the new tunnel and the Tseung Kwan O Tunnel tolls. But since this is helpful to traffic, why not do it now?"

"It must be so sad" for young immigrants

Li Shirong is thirty-eight, and he is still young in terms of legislative council candidates with a background in regional work, but he has accumulated considerable social experience. It can be said that he is in the "golden age" of politicians.

However, after the social events in the past two years, the political atmosphere has been high-pressure. Many young people would rather give up their career development and leave Hong Kong to start a new life in a different place.

Li Shirong said frankly about this phenomenon "definitely, must be very sad", thinking that no matter what political views they hold, everyone is always a family: "Of course they don't want them to run away from home. Go home and eat glutinous rice balls together. Maybe they may not have much experience in life. They are more likely to be influenced by others, false information, and changes in their thinking. Of course, there must be a reason for everything. Maybe some people feel that life is oppressed, suppressed, and without freedom."

He said frankly that it is not realistic to change the minds of young people in a short period of time, but he hopes that by improving the future living environment step by step, Hong Kong is proved to be a place worthy of returning: "I am confident that if I am lucky enough to enter the Legislative Council, Under the new political environment, the condition of young people can be improved. At least they can have their own homes if they want to get married in the future. It is impossible for them to accept you completely at once. You have to make some achievements before everyone feels you. Persuasive. We, the DAB, will continue to put forward policy proposals to remove the walls and loosen the restrictions on various regulations to increase the supply of affordable housing. We are also happy to see that the government has adopted most of the DAB's recommendations this year."

Willing to communicate with "Shen Huang" youths and "slowly build friendships"

He also revealed that during the legislative amendment in 2019, he did something that was quite "daring" at the time: "About August, the demonstrations began to become more and more violent, and petrol bombs were thrown everywhere. Young people in my constituency who claim to be "Shen Huang" contacted me through social media and invited me to discuss political issues." He pointed out that although many protagonists were attacked and the proposal was destroyed at that time, they were in the heart of communication. After assessing the risks, he still went to the meeting alone to meet the appointment, "I will choose the residents who believe in my constituency."

"At that time, we were one-to-one. We talked for nearly two hours in an empty stadium, and we showed everyone's position. The young man said that the government refused to respond to the demands and (the demonstrators) were "forced by helplessness." Become radical. I asked, "Have you tried everything? Some people's lives are threatened. How does this help?" There must be a solution, but such use of violence is really inappropriate." Li Shirong pointed out, although In the end, the two parties could not reach a consensus, but at least the talk process was friendly and peaceful. The other party shook hands with him before leaving, and gained insight from it.

"The "attribute" of young people is like this. You have to compare your heart to yourself, think in an empathy, and substitute into the young people's mentality. Not only do you have to take one step, but you have to take a few more steps to establish friendship with them, making him feel You have really thought about him, and they will slowly give your heart to you. The psychology of young people is a kind of learning, and I was young too. It was only when I was thirty and got a family and a family that I changed a little. Now There are also many young people in the team. The government really has to take a few more steps to reconnect with the youth. It may not do much at the beginning, but you have to stay with him."
