Peru: Government faces new crisis due to retirement in Armed Forces

The president of Peru, Pedro Castillo, and authorities of the country at the highest level have tried to interfere in the promotion process of some members of the Armed Forces.

The complaint was made by the now former Army General Commander, retired Major General José Vizcarra, who says he learned of his retirement through the official newspaper El Peruano.

Vizcarra assures that this happened after refusing to promote to the military recommended by the president, the defense minister, Walter Ayala, and the secretary general of the Presidency of the Republic, Bruno Pacheco.

According to Vizcarra, these soldiers did not fulfill the merits that correspond to those positions to be promoted.

After the denunciation of the promotions, published by the newspaper El Comercio, Vizcarra said on Monday on the RPP chain that, among the recommended military personnel, there was interest in two in particular.

According to the former Army General Commander, on October 15 he met with President Castillo.

"I thought that the president was not aware of this situation. I came to think that it was only a matter of the secretary or the defense minister. So, I expressed this situation to the president and him, after suggesting how to do to be able to promote Mr. Ciro Bocanegra, I told him that it was impossible because I respected the rules, the laws and especially the scores that both Mr. Sánchez Cahuancama and Mr. Ciro Bocanegra had and in no way could they surpass the candidates who were ahead, "said the former commander general of the Peruvian Army.

According to Vizcarra, his decision was supported by the president.

However, on November 3, he found out about his retirement through the official newspaper El Peruano.

The military assures that this decision was not duly motivated because "neither the President of the Republic nor the Minister of Defense nor the current Army Commander General notified me about my retirement, even less have they informed me about the reason for this change ".

Vizcarra had been appointed in August of this year by the government of President Castillo as general commander of the Army.

Minister of Defense of Peru makes the position available

Castillo has neither confirmed nor denied this version, but Defense Minister Walter Ayala made his position available on Monday.

"I place my position at the disposal of the President of the Republic and Supreme Chief of the Armed Forces, thanking my country and fulfilling my duty to the country. Do not use pretexts against democracy," Ayala wrote on his Twitter account.

CNN contacted the Secretary General of the Presidency to obtain his version, but we have not yet obtained his response.

A similar situation would have occurred with the former general commander of the Peruvian Air Force, Air General Jorge Luis Chaparro, who also retired and assured in an interview with the newspaper El Comercio that he had also had a request from the Minister of Defense, Walter Ayala, to promote people in his institution.

This crisis in the Government of Peru occurs less than a week after Congress granted confidence to the ministerial cabinet chaired by Mirta Vásquez.
