High Court judges today (Wednesday) heard petitions filed against Finance Minister Avigdor Lieberman and Economy and Industry Minister Orna Barbibai, demanding the revocation of the decision to abolish daycare subsidies, for a family where the spouse is studying Torah studies. In light of the public importance of the hearing, it is broadcast concern.

These are two appeals were consolidated, filed by religious families and with day care centers, that require annul the decision, or alternatively reject it the next school year.

The state argued in its response to the petition that it should be rejected outright, as these are reasonable and proportionate tests, designed to serve a proper purpose, and it is to encourage integration into the labor market of both spouses in families with preschool children.

The state claims that this is a change of priority, designed to encourage the employment of ultra-Orthodox men, and that the subsidy of daycare centers for the low-educated has perpetuated the situation in which ultra-Orthodox women went out to work and ultra-Orthodox men studied in yeshiva.

"Since the training of the ultra-Orthodox man usually does not allow him to work for a high salary, in most cases, he finds himself in a situation where it would be better for him to stay in the yeshiva.

The State dismisses the petition outright.

In the absence of the petitioners, attorneys Shmuel Maklev, Uriel Stern and Yonatan Feldman, stated prior to the hearing: Rabbinical and judicial students are entitled to a subsidy 'under certain conditions.

'

Not only that, but the state has not yet published the list of studies under the supervision or funding of a government ministry, which it recognizes in the matter of subsidy.

Beyond that, we believe that there were additional flaws in the decision-making process, which may lead to the annulment of the decision, which we will expand on during the High Court hearing.
