As the number of cases increases, a new patchwork of corona rules is developing in Germany: An overview of what applies in which federal state.
Frankfurt - Germany is in the middle of the fourth Corona wave *.
Politicians are now reacting to increasing new infections with new regulations.
The central instrument of the current pandemic phase are the 2G and 3G regulations.
The background to this is that mainly unvaccinated people are in the intensive care units of German hospitals, some with severe courses of the Covid-19 disease.
For Markus Söder *, Prime Minister of Bavaria, it is now a "pandemic of the unvaccinated".
Health politician Karl Lauterbach * sees it similarly, as he recently emphasized at Anne Will * on ARD *: "Unvaccinated people are the drivers of the pandemic."

What do the corona rules actually mean?

An overview of what now applies in which federal state:
Bavaria:
In Bavaria, a traffic light system is the central point of reference for corona rules. The Bavarian traffic light has been red since Monday (November 8th, 2021). This is why the 2G regulation now applies across the board. People who want to visit the gastronomy or events in the fields of culture and sport must either be double vaccinated or have recovered from Covid-19. Visiting the hairdresser is a special situation. The 3G principle applies to so-called body-hugging services. However, a negative rapid test is not sufficient for this, a negative PCR test must be presented. Pregnant women, children under the age of 12 and people who cannot be vaccinated against the coronavirus for health reasons are excluded.
It is up to the retail industry to determine whether the 2G rule is applied. However, the mask requirement when shopping now includes FFP2 masks. The distance requirement of 1.5 meters continues to apply, not only in retail but also in public transport. What corona rules should apply to Christmas markets in Bavaria is so far unclear. Discussions are currently underway about the requirement to wear a mask outdoors and an on-site detection system.
North Rhine-Westphalia:
NRW is also relying on warning levels in the corona pandemic, but not on traffic lights. The 3G rule applies nationwide. The state government around the new Prime Minister Hendrik Wüst has already denied a new lockdown. In order to be able to participate in public life, negative rapid tests are sufficient for unvaccinated people in North Rhine-Westphalia.
The mask requirement continues to play a decisive role - but no longer in schools, where it has been abolished indoors. There are still no specific regulations for Christmas markets. However, the state government reserves the right to react to a further increase in the number of corona cases with the 2G model, as several responsible parties have already emphasized.
Hesse:
A Corona step-by-step plan also applies in Hesse. The state government around Prime Minister Volker Bouffier has been relying on the 3G Plus model since Monday (November 8th, 2021). The central aspect of this is that negative rapid tests are no longer sufficient for unvaccinated people if they want to attend certain events. Instead, negative PCR tests are necessary. *
Corona rules have not yet been defined for Christmas markets in Hesse. It is currently being discussed whether certain districts will rely on 2G.
Baden-Württemberg:
The state government around Prime Minister Winfried Kretschmann relies on a warning system in the pandemic, which also has different levels. Similar to Hesse, the 3G Plus model applies nationwide - in other words: In Baden-Württemberg, negative PCR tests instead of negative rapid tests are necessary for corona-unvaccinated people, especially in restaurants, zoos, fitness studios or museums.
Masks are still required in schools, as well as in retail and public transport. It is expected that the "warning level" will soon no longer apply, but that the "alert level" will be declared. This would include the 2G rule in the aforementioned areas of public life. As in Bavaria, pregnant women, children under the age of 12 and people who cannot be vaccinated would be excluded. The 2G regulation would then also apply to Christmas markets in Baden-Württemberg.
Lower Saxony:
Lower Saxony also has a Corona step-by-step plan, but this does not apply to the entire state, but to the regional level. 2G is nationwide as an option for the catering, retail and other events. If a district decides on the regulation, the distance requirement and mask requirement do not apply. There are still no special corona rules for Christmas markets.
Lower Saxony has so far relied on the 3G regulation nationwide. For those who have not been vaccinated, negative rapid tests are sufficient. The 2G rule could soon also apply nationwide, as the number of cases is steadily increasing.
Mecklenburg-Western Pomerania:
The Corona traffic light in Mecklenburg-Western Pomerania currently provides for a nationwide 3G rule. Negative rapid tests are therefore sufficient for unvaccinated people to participate in public life.
In retail, in gastronomy or at events in sports or culture, 2G can be used. This is not possible at hairdressers, in public transport or in public institutions. For this, the state of Mecklenburg-Western Pomerania would have to generally rely on 2G, which is apparently not planned.
Saxony:
In Saxony, the current warning level regulates that the 2G rule applies in the state - in numerous areas: fitness studios, cinemas, theaters and museums are affected, for example. There are exceptions for retail, local public transport and church services.
In the exceptional cases, the Saxon state government refers to the mask requirement and the distance requirement. The 2G regulation has been in effect since Monday (November 8th, 2021) and is the benchmark for the current corona regulations in Saxony. Special regulations apply to Christmas markets: There are no restrictions in strolling areas, but 2G in lingering areas.
Schleswig-Holstein:
Compared to Saxony, Schleswig-Holstein does not have the 2G concept, but the 3G regulation nationwide.
In order to be able to participate in public life, unvaccinated people need a negative rapid test, not a PCR test.
According to the state government, no tightening of the measures has yet been planned.
No special corona rules yet apply to Christmas markets.
Saxony-Anhalt:
The 3G regulation largely applies in Saxony-Anhalt as well.
So far, the state government has kept an extension to 2G open.
In order to visit gastronomy and take part in cultural life, people who have not been vaccinated against the coronavirus need a negative rapid test.
The corona restrictions largely do not apply to Christmas markets.
Hamburg:
In Hamburg, the 3G model applies above all, but 2G is an option for gastronomy and the cultural sector. Where the 2G rule applies, the mask requirement and the distance requirement do not apply. However, this is not the rule so far. For those who have not been vaccinated, a negative test result using a rapid test is sufficient.
The voices in Hamburg calling for a comprehensive 2G regulation are now increasing.
Berlin:
The 3G model serves as the basis in the capital.
Nevertheless, retailers and restaurants, for example, can decide individually whether they want to rely on 2G.
If this is the case, only those who have been vaccinated and those who have recovered may participate in events.
In addition, there is no mask requirement and distance requirement.
However, the Berlin Senate wants to discuss a nationwide 2G model in the coming days.
The background is again the increasing number of cases.
Brandenburg:
In Brandenburg, 3G or 3G Plus applies, depending on the hospitalization rate.
There is also the 2G option in areas such as culture and sport.
According to media reports, there are also consensus discussions in Brandenburg as to whether 2G should be used across the board.
Bremen:
Bremen, like many other federal states, relies on a step model in the assessment of the corona situation.
The number of cases there currently results in a 3G model.
It is unlikely that 2G will be introduced.
The Bremen 3G model relies primarily on negative rapid tests as proof of participation in social life in unvaccinated people.
Rhineland-Palatinate:
In Rhineland-Palatinate, the 3G principle currently applies in numerous areas of public life.
Hotels, restaurants and cinemas, for example, have to check the evidence of the test of unvaccinated people.
PCR tests are not necessary.
So far, there are increasing indications that a tightening - to a 2G model - is not planned in Rhineland-Palatinate.
Saarland:
2G applies in Saarland.
For this reason, only those who have been vaccinated and those who have recovered are allowed access to restaurants and other areas such as theaters or fitness studios.
Exceptions are children, adolescents and people who cannot be vaccinated against the coronavirus.
In addition, there is a special situation at the hairdresser: If everyone in the salon has been vaccinated, recovered or tested, the mask requirement is no longer required.
However, this does not apply in retail, where a mask is always required.
Thuringia:
The state government in Thuringia has issued a 2G or 3G Plus rule.
However, this applies on a district basis.
The 3G Plus model includes PCR instead of rapid tests for unvaccinated persons.
However, politicians are planning to introduce a comprehensive 2G concept.

New debate about corona rules in Deutschladn
Experts are currently discussing a possible 1G rule in Germany, among other things.
Among other things, virologist Jonas Schmidt-Chanasit warned against overestimating the effect of the 2G rule.
2G gives a "sham security", so the virologist to the Deutschlandfunk.
The virologist was alluding to the fact that vaccinated people could also pass on the corona virus.
