The municipal council has now approved the tender.
At the request of the FWG, the majority of the Holzkirchen municipal councils decided that the concept for a demand-oriented on-call bus as a so-called on-demand system (ODS) should be checked by an independent expert.
The Plan: mobil office was commissioned to do this, and it recently gave the planning carried out by the location promotion agency and the Berlin transport planner Door2door a good report.
Accordingly, the underlying operating parameters are overall consistent.
Only one additional reserve vehicle was missing from the plan: mobile in the plant.
However, according to the expert, this can easily be integrated in the course of the upcoming tender.
Express bus between the train station and the industrial park
"The assumed passenger numbers, the extended operating times and the availability are plausible, well chosen and will represent a good offer for the citizens", stated Timo Barwisch from the Kassel office Plan: mobil as a testimony to the Holzkirchen ODS concept.
After consulting with Deputy Mayor Birgit Eibl (FWG), the company was commissioned with the audit because it has good references and its expertise in the field of tenders is advantageous.
Barwisch, who was connected to the public council meeting via video conference, came to the conclusion, like Door2door, that lines 4 and 5 are mostly only used spontaneously and sporadically.
Barwisch did not see the concerns of some councils that if the ODS were to be discontinued, local public transport in Groß- and Kleinhartpenning would get worse: “We looked at the demand.
Even at peak times, the two districts only account for around 3 percent of all bus tickets. ”The more flexible ODS, in addition to bus line 1, which then runs as an express bus between the train station and industrial areas, could even better serve these needs.
With an electric or combustion engine?
As a next step, Barwisch recommended creating the service description for the tender for the ODS, although it is not absolutely necessary that the software and transport service providers are identical. It must be tied down what the software can do for the user app and which interfaces it should have. It must then also be precisely defined whether a reserve vehicle must be provided and whether the buses should run with electric or combustion engines from the start. Barwisch pointed out that reliable e-vehicles currently still have immense delivery times and that a charging infrastructure may also have to be created.
Because four common stops are currently planned for ODS and public transport, Barwisch recommended that the promotion of the location seek an intensive discussion with the operator of the public transport.
Also to make it clear that the two systems should not cannibalize, but complement each other.
As a schedule, Barwisch outlined that the tender documents should be ready by the end of 2021.
The bidder could then be awarded the contract in March 2022 and the ODS could start operating in September.
The tender should be prepared
