At the request of the FWG, the majority of the Holzkirchen municipal councils decided that the concept for a demand-oriented on-call bus as a so-called on-demand system (ODS) should be checked by an independent expert.

Barwisch did not see the concerns of some councils that if the ODS were to be discontinued, local public transport in Groß- and Kleinhartpenning would get worse: “We looked at the demand.

Even at peak times, the two districts only account for around 3 percent of all bus tickets. ”The more flexible ODS, in addition to bus line 1, which then runs as an express bus between the train station and industrial areas, could even better serve these needs.

With an electric or combustion engine?

As a next step, Barwisch recommended creating the service description for the tender for the ODS, although it is not absolutely necessary that the software and transport service providers are identical. It must be tied down what the software can do for the user app and which interfaces it should have. It must then also be precisely defined whether a reserve vehicle must be provided and whether the buses should run with electric or combustion engines from the start. Barwisch pointed out that reliable e-vehicles currently still have immense delivery times and that a charging infrastructure may also have to be created.

Because four common stops are currently planned for ODS and public transport, Barwisch recommended that the promotion of the location seek an intensive discussion with the operator of the public transport.

Also to make it clear that the two systems should not cannibalize, but complement each other.

As a schedule, Barwisch outlined that the tender documents should be ready by the end of 2021.

The bidder could then be awarded the contract in March 2022 and the ODS could start operating in September.

The tender should be prepared

Johannes Dörder (CSU) commented on Barwisch's remarks: “It looks like our administration has worked well and we have made the right decisions so far.” Birgit Eibl agreed and said: “We are grateful for the additions.
