Peng Hongchang pointed out that the family of the deceased wanted to express to the Hospital Authority that the defensive and confrontational attitudes of the frontline and management personnel of the medical and nursing staff after a serious medical incident caused the family to suffer "secondary harm". He also criticized this attitude of refusing to admit fault and protect each other. This violates the Hospital Authority’s open policy and clinical incident management guidelines.
