The explanation for Iran's toughness ahead of the resumption of negotiations is simple.

The Iranians immediately recognized not only Biden's strong desire to return to the nuclear deal from which his predecessor Trump withdrew, but also the many signs of weakness he radiates on US foreign policy: the hasty withdrawal from Afghanistan, the restraint on attacking US base Tanef in southern Syria, Of the Iraqi prime minister by a pro-Iranian militia, after Iran's loyalists failed in the last parliamentary elections - and there are many more.
