What does not change

The Pass will continue to offer 300 euros to young people who have turned 18.

They have the whole year of their majority to apply for it, and two years thereafter to spend that amount.

The Culture Pass is accessible via a mobile application or a website, which then manages the amount over the expenses.

It is reserved for French and European citizens residing in France.

Extension to under 18s

From January 1, 2022, young people, whether in school or not, who request it will be able to benefit from 20 euros in the year of their fifteenth birthday, 30 euros in the year of their sixteenth birthday and 30 euros in the year of their tenth birthday. -seven years.

The remainder can be carried over from one year to the next if the sum is not fully spent, and the catalog will be slightly different from that offered to over eighteen years.

In all, a young person who will celebrate his fifteenth birthday in 2022, will benefit each year from the sums of the Culture Pass and will therefore be able to have access to 380 euros of cultural products thanks to this device.

A device for classes

The new Culture Pass also introduces “

to be spent for the class: from January, each class from the fourth will benefit from a sum to be spent in a catalog in the field of artistic and cultural education, for example. example for group outings.

This amount, to be used by the teacher, will amount to 25 euros per student in fourth and third, 30 euros per student for second classes then 20 euros for first and final, i.e. a total of 120 euros per student in course of schooling for class projects.

What we can buy

Globally, cultural goods and services.

Regarding goods, the young beneficiaries will be able to buy books, records, musical instruments, works of art, artistic material, and even video games (if the publisher is French and there is no no violence).

The condition is to buy in store, not online for delivery.

On the services side, they will have the opportunity to acquire cinema and theater tickets, tickets to concerts, shows, museums, or exhibitions, subscriptions for art classes, dance music, and benefit from digital offers.

These offers concern streaming music, video on demand and online press, with a ceiling of 100 euros and are primarily aimed at French companies, such as Deezer on the music side.

The cost to the state

The age groups concerned (natives from 2003 to 2008) bring together around 800,000 young people per year.

But not everyone uses it, and few spend the full amount.

At the launch, the Élysée planned some 300 million euros annually if the device was a success - it was 59 million euros in 2021. In 2022, 96 million euros are planned for over 18s , 38 million for 15-17 year olds and 45 million for the amounts to be spent in class.

The effect on the cultural sector

A first assessment, drawn from the experimentation in certain departments in 2019-2020, showed two big winners: music and books.

The first captured 39% of the amounts spent (20% for instruments, 19% for records, listening services and concerts), and the second 35%.

With the health crisis, which closed many cultural places, the book has carved out the lion's share, and in bookstores it is the manga that has been particularly popular, representing nearly three quarters of the books reserved.
