The government this morning (Sunday) approved new sanctions that will be imposed on government ministries that will not move to Jerusalem - including a ban on renovations, the purchase of new furniture and doubling rents. Decisions on the issue have been made in the past, but for the first time restrictions have been approved for national units that will not comply with the decision, in order to strengthen the capital of Israel and position Jerusalem as the country's central government city.
The decision is enshrined in the Basic Law - Jerusalem, the capital of Israel, and in the Basic Law - Government, which stipulates that all government units will be based in Jerusalem. However, today it is estimated that about 140 national units of 25 government ministries, including about 3,000 employees, do not comply with the law. In 2007, Government Resolution No. 1661 was passed regarding the "transfer of the government's national units to Jerusalem", which stipulated that the government must transfer the units to Jerusalem by 2015, but since then the government has postponed the move.
For Jerusalem, the decision means thousands of new, high-quality jobs, which are expected to attract a strong population to the city, and thus the income from property taxes to the municipality will also increase.
Due to the delay in the transfer of government ministries, the "Awakening" faction in the Jerusalem City Council petitioned against the government in 2019, and in December the High Court is expected to discuss the issue.

The Minister of Construction and Housing, Jerusalem and Heritage, Zeev Elkin, said that the decision comes "finally" with schedules and sanctions, to ensure "completion of the transition of national government units to Jerusalem. It is time to make statements a reality," he added.
