Penzberg - start for the city quarter at the "Grube": The demolition of the Edeka camp is in progress.

The new market should move in in 2023 and residential construction should start in 2025.

As is well known, the largest residential and retail project in Penzberg in recent years is being built on the Edeka site.

The demolition work is already in progress at the former central warehouse of the Edeka branch in southern Bavaria.

The property should have disappeared by March of next year, and construction of the new retail building could start in the northern part of the area in spring 2022 - the southern Edeka Center will move there in 2023, as will the Lidl discounter and the Fressnapf specialist store for pet food there at.

This schedule of the Regensburg project developer Herbert Küblböck was named by the building authority Günter Fuchs on Tuesday evening (November 9th) in the Penzberg building committee.

Building authority: build the first residential courtyard in 2025

Once the Edeka store has moved to the new location, the actual residential area could begin in 2023. Investor Küblböck wants to build a total of four courtyards with up to 385 apartments there. According to the deputy building authority manager Fuchs, the mining explorations would have to start after the demolition of the current supermarket. The Mining Authority of Southern Bavaria had warned of the old mine shafts on the site as part of the development plan procedure. This should not be built over and would have to be backfilled if necessary, demanded the authority. Investor Küblböck last estimated the additional costs at 600,000 to 880,000 euros in July - if the backfill is not enough, the apartment blocks will have to be rescheduled accordingly. According to the building authority, construction of the first residential courtyard in the northwest of the area could begin in 2025.Every year it is a farm's turn, Fuchs calculated. In 2028, the southern area of the Edeka area with the new residential area including a large underground car park would then be ready.

Draft: The development plan for the Edeka area in Penzberg provides for two areas - in the north the special zone with the retail markets and parking spaces, in the south the purely residential area.

The Penzberg construction committee continued the development plan.

The committee recommended that the city council re-open the draft.

Only John-Christian Eilert (Greens) voted against it.

The Greens are bothered by the dimension of the residential area.

Eilert criticized the "profit maximization" of the project at this location: "This is not a healthy development."

However, the committee agreed to the building applications for the new retail markets, which were also submitted at the meeting on Tuesday evening, without any major debate.

The new Edeka full-range retailer with a bakery and beverage store is planned with just over 3500 square meters of retail space, while the Lidl and Fressnapf store will cover around 2200 square meters.

There is one condition, however: an urban development contract between the municipality, municipal utilities and project management company Küblböck is required beforehand to develop the entire new Edeka area - a traffic roundabout is planned for this on the state road.

Only Eilert (Greens) against it

At the end of the almost hour-long debate on this item on the agenda, only John-Christian Eilert raised his arm to raise an objection. You reject the submitted planning for a new residential area on the Edeka area at the "pit", said the Greens representative in the building committee on behalf of his group. Basically, one is in favor of residential construction on the site, emphasized the city council - "but we cannot fully agree." “They won't be found again.” In general, one perceives the size of the project - project developer Herbert Küblböck is planning four courtyards with up to six-story buildings and 385 residential units - at this location as problematic.Eilert also explained with regard to various objections and protests from residents against the project. The current draft "is powerful," said Eilert succinctly. His conclusion: “There is potential for optimization.” Consequently, in the end, the Green City Council was the only one to refuse to give its approval when it came to recommending the city council to openly re-open the “Edeka Area” development plan and to provide further statements Obtain authorities and those affected.to publicly display the development plan "Edeka-Areal" again and to obtain further statements from authorities and those affected.to publicly display the development plan "Edeka-Areal" again and to obtain further statements from authorities and those affected.

Criticism of the critic

A rejection that met with criticism in the committee. After all, the building committee had unanimously approved the draft plan submitted at the time in July and thus brought it further on in the city council. “At some point I'll have enough,” rumbled Ludwig Schmuck (CSU). The veteran city councilor has been working on the topic for 13 years. "Other municipalities are laughing at us," growled Schmuck in the direction of Eilert. Armin Jabs (BfP) recalled that the committee agreed to the draft unanimously and across factions at the time. There have been no major changes in the planning since then: “We haven't got anything,” Jabs alludes to the number of courtyards and residential units. The BfP man did not believe in the Greens criticism of the dimensions. “We need apartments,” affirmed Jabs.“You can't do the washing without getting wet.” In general, “apartments have already been shortened,” he reminded his fellow councilors. As is well known, in October last year the city council said goodbye to the 171 planned apartments in the urban construction project on Birkenstrasse with a narrow majority and instead opted for a 149-unit variant - the advocate of a reduction was the Green parliamentary group, whose representatives had criticized the original planning as too bulky.

Noise is an issue

That the planning for the new residential quarter on the Edeka site is anything but easy, became clear again on Tuesday evening in the building committee. There were objections above all from technical environmental protection at the Weilheim district office because of the immission control, as Günter Fuchs from the building authority explained. A specially prepared report was on the table at the meeting. The Freising expert Claudia Hentschel had taken a close look at the future noise from trade and traffic in the direction of the new residential area. The result of their calculation: the limit values are expected to be exceeded in some cases, but not at a level that is hazardous to health. Nevertheless, something must be done, warned the specialist. Windows that can be opened should not be allowed on the northern house facades in the direction of the future retail markets. In the south on Henlestrasse Tempo 30 and carports along the street could reduce traffic noise. Along the busy state road, however, there was little that could be done with a noise barrier, explained Hentschel with a view to the local conditions.
