The People’s Assembly, in its session held today under the chairmanship of Hamouda Sabbagh, Speaker of the Assembly, began discussing the draft law that includes obligating all public authorities to settle the status of their unregistered vehicles, vehicles and vehicles, and the like, whose status has not been settled with the General Directorate of Customs and transport departments, and the abolition of Law No. 76 of 2002.

In the public debate on the project, a number of council members stressed the importance of the project in addressing the situation of public sector cars and improving the reality of its mechanisms by replacing old cars with modern cars, addressing the situation of cars destroyed by terrorism and damaged, finding a legal solution to them, and coordinating the damaged ones.

For his part, the Minister of Public Works and Housing, Eng. Suhail Abdel Latif, explained that the project granted some advantages, such as exemption from the required annual fees and half of the mandatory insurance for a period of five years, and obligated all public authorities to settle the status of their mechanisms within a period of two years, and identified a central committee responsible for following up the implementation with the notification of the Presidency of the Council of Ministers For cases of negligence and failure, and forbidding the use of any machinery, vehicle or vehicle with government agencies that are not registered with the relevant transport departments.

The Council approved by a majority Articles 1 to 5 of the draft law with minor amendments.

In accordance with Articles 2 and 3, the central committee responsible for following up on the implementation of this project is formed by a decision of the Prime Minister and consists of the Director of the Directorate of Government Vehicles and Vehicles Affairs in the Presidency of the Council of Ministers as a chairman and representatives of the ministries of finance and transport, the concerned ministry and the General Directorate of Customs, while a sub-committee is formed by the Governor in each province.

The public authority, according to Article 4, prepares a table of mechanisms, vehicles, unregistered cars and the like, without considering their previous status, according to several categories, some of which include mechanisms, vehicles and cars working for the public authority with good technical condition and usable, and excavators confiscated according to the law of water legislation and mechanisms, vehicles and cars presented as a gift are excluded from them. Or a gift, donation, or grant to a public entity that lacks documents or does not have documents.

The vehicles, vehicles and cars listed in the schedules approved by the competent minister based on Article 5 are exempted from customs duties and all other fees and taxes, fines and commissions required to settle their situations.

At the beginning of the session, the Speaker of the Council mourned Dr. Hadiya Abbas, the former Speaker of the People’s Assembly, who died at the age of 63 after a heart attack in the military hospital in Deir ez-Zor, extending his condolences to her family and relatives, praying to God to inspire them patience and solace.

During the last cabinet session, while a number of members stressed the importance of establishing a fair incentive system between the economic and administrative sectors, securing medicines for chronic diseases, facilitating their import, advancing the electrical reality, reducing rationing hours in all regions equally, announcing them through the media, and monitoring imported alternative energy materials to choose good and high quality. Efficiency and stopping the export of olive oil unless there is a surplus and providing farmers with their allotments of fuel, fertilizer and fodder.

The session was adjourned to 12 noon tomorrow, Monday.
