After a week of known reporting of an alleged interference by the President of Peru, Pedro Castillo, and the Minister of Defense, Walter Ayala, in the process of promotion of some members of the Armed Forces, the latter resigned.

“I have demonstrated reliable legal and correct action in the process of military promotion and relief.

I assume full political responsibility for it, therefore as a democrat I irrevocably resign from Ministry of Defense, thank you President Pedro Castillo.

Enough of politicking. Let Govern! "Said Ayala on his Twitter account.

The complaint

The president of Peru, Pedro Castillo, and authorities of the country at the highest level have tried to interfere in the promotion process of some members of the Armed Forces.

The complaint was made by the now former Army Commander General, retired Major General José Vizcarra, who says he learned of his retirement through the official newspaper El Peruano.

Vizcarra assures that this happened after refusing to promote to the military recommended by the president, the defense minister, Walter Ayala, and the secretary general of the Presidency of the Republic, Bruno Pacheco.

According to Vizcarra, these soldiers did not fulfill the merits that correspond to those positions to be promoted.

After the denunciation of the promotions, published by the newspaper El Comercio, Vizcarra said a few weeks ago on the RPP chain that, among the recommended military personnel, there was interest in two in particular.

According to the former Army Commander General, on October 15 he met with President Castillo.

"I thought that the president was not aware of this situation. I came to think that it was only a matter of the secretary or the defense minister. So, I expressed this situation to the president and him, after suggesting how to do to be able to promote the man. Ciro Bocanegra, I told him that it was impossible because I respected the rules, the laws and especially the scores that both Mr. Sánchez Cahuancama and Mr. Ciro Bocanegra had and in no way could they surpass the candidates who were ahead, "said the former commander general of the Peruvian Army.

According to Vizcarra, his decision was supported by the president.

However, on November 3, he found out about his retirement through the official newspaper El Peruano.

The military man assures that this decision was not duly motivated because "neither the President of the Republic nor the Defense Minister nor the current Army Commander-in-Chief advised me about my transfer to retirement, and even less have they informed me about the reason for this change. ".

Vizcarra had been appointed in August of this year by the Government of President Castillo as general commander of the Army.
