Presumably he was also under the influence of drugs.

As the police headquarters in Regensburg * Nord wrote in a report, the police had checked the 36-year-old on Saturday (November 13th) around 2 p.m.

During the inspection, the officers not only found that the man did not have a driver's license.
According to the report, they also noticed drug-related abnormalities, which is why blood was drawn from him.
An investigation is now underway against the 36-year-old.
