Today, President Bashar al-Assad issued Legislative Decree No. 28 of 2021 to strengthen the role of the Jurisprudence Scientific Council and expand its powers.
Below is the text of the decree
Decree No. 28
Article 1 amends Paragraph A of Article 5 of Law No. 31 of 2018
To become as follows..
A- A council shall be formed in the ministry called the Jurisprudence Scientific Council as follows:
Minister.. President.
Assistant Minister.. two members.
President of the Union of Scholars of the Levant .. Member.
The first Sharia judge in Damascus .. Member.
Thirty scholars are among the top scholars in Syria, representing all sects.. Members.
A representative of the young imams.. Member.
Five of the Noble Qur’an scholars.. Members.
A representative of the University of the Levant for Sharia Sciences.. Member
Two representatives of the faculties of Sharia in public universities.. Two members.
Article 2/ is added to the duties of the Jurisprudence Scientific Council mentioned in Article /7/
From Law No. 31 of 2018 the following tasks:
g/ Determining and proving the dates of the beginning and end of the lunar months and the crescent moons
And announcing the resulting jurisprudential rulings related to worship and rituals
Islamic religious.
H/ Issuing fatwas based on Islamic jurisprudence evidence based on jurisprudence
Islam, with all its sects, and laying the foundations, standards, and necessary mechanisms
to organize and control it.
Article 3/ Paragraph /e/ of Article 3/ of Law No. /31/ of the year is repealed
/2018/ Chapter IX of Chapter Three, which contains Article /35/ of , shall be repealed
mentioned law.
Article 4/ This Legislative Decree shall be published in the Official Gazette.
