Coronavirus: Which rules now apply in which federal state?

Because of the increasing number of new infections, many federal states have issued new corona measures. While Baden-Württemberg has introduced the 2G rule almost everywhere, in Bremen there is even no 3G indoors. The overview.

Whether in the cinema or at events, in restaurants, at the hairdresser's or in retail: On Thursday, new rules for the fight against Corona in Germany are to be decided at a federal-state meeting.

In view of the increasing number of infections, the majority of countries are already relying on 2G (access only for vaccinated and convalescent people) instead of 3G (vaccinated, convalescent and tested people).

The overview:

Baden-Württemberg:

Unvaccinated people will be largely excluded from participating in public life from Wednesday. Due to the worsening situation in the intensive care units, the country will reach the so-called alert level - this applies if the value of 390 Covid patients in the intensive care units is reached or exceeded two days in a row.

In this case, the Corona Ordinance provides for the 2G rule nationwide, for example in restaurants, museums, at exhibitions and at most other public events. Those who are not vaccinated and can only show one test are left out in the cinema, in the swimming pool or in the fitness studio, in adult education courses and music schools. There are exceptions, for example, for public transport and religious events. Basic supply shops such as supermarkets and outdoor markets and pick-up and delivery offers are also exempt from the regulation.

Bavaria:

In view of the dramatically increasing incidence, the Bavarian cabinet decided to stricter rules from Tuesday.

When the hospital traffic light is red - as is currently the case - in restaurants, hotels and other accommodation establishments, only those who have been vaccinated and those who have recovered (2G) have access.

An alternative PCR test will no longer be sufficient in the future.

2G has been required for theaters, cinemas, museums, swimming pools and other leisure facilities since last week.

An exception applies to children under the age of 12 for whom vaccination has not yet been approved.

For body-hugging services such as hairdressers, 3G-Plus remains the same: Unvaccinated people still have access, but only with a negative PCR test.

According to the Ministry of Health, pupils who are regularly tested in school are considered tested, so they do not need a negative PCR test at the hairdresser's.

Berlin:

Extensive 2G rules have been in effect in the capital since Monday.

Only those who have been vaccinated and those who have recovered have access to restaurants, cinemas, theaters, museums or galleries, for example;

a negative test is no longer enough.

This also applies to leisure facilities such as saunas and thermal baths or amusement facilities such as amusement arcades, as well as closed rooms in amusement parks or in the Berlin zoo as well as in the zoo.

2G also applies to visits to the hairdresser.

This does not apply to people who have not yet reached the age of 18.

A proven negative corona test is still sufficient for them.

Brandenburg:

The 2G rule has also been in effect in restaurants, hotels, cinemas, theaters, discos, clubs and festivals in Brandenburg since Monday.

There is an exception for under 18-year-olds with a negative test and for those who cannot be vaccinated.

Bremen:

The lowest warning level 0 has been in effect in the city of Bremen since the end of October. This means that the 3G rule is no longer applicable indoors.

The 2G rule is an option for higher warning levels.

Restaurants, theaters, clubs or even music schools and sports facilities may use them.

Hamburg:

The city-state introduced a 2G option model for public facilities such as restaurants, bars, cinemas and theaters back in August.

Since then, their operators have been able to restrict access to vaccinated and convalescent people on a voluntary basis - otherwise the 3G rule still applies there.

From Saturday onwards, people who have not been vaccinated will no longer be allowed to enter restaurants, bars and clubs.

The red-green Senate canceled the 3G model for several areas on Tuesday and instead made the 2G model mandatory.

This also affects indoor recreational sports as well as theaters, cinemas and body-hugging services with the exception of hairdressers, foot care and medical treatments.

For the time being, there will be no tightening in retail or local public transport.

Hessen:

Anyone who has not been vaccinated or recovered has had to present a current corona test since Thursday to participate in 3G events or when entering many 3G facilities. 3G rules now also apply to companies with employees who have contact with external customers at work. According to the new requirements, a maximum of ten percent of the visitors will be allowed to be tested at 3G major events with more than 5000 participants. The rest must either be vaccinated or have recovered.

Mecklenburg-Western Pomerania:

The 2G rule applies to cities and districts that reach the third of four warning levels ("orange") on the state's own Corona warning light.

This does not work anywhere so far, but that could change this week.

Children under 7 years of age and children from 7 to 11 years of age are excluded from 2G if they can provide evidence of a daily test.

A 2G option model has been in effect for some time in pubs, restaurants and at events: if only vaccinated and genesis patients have access, many protective measures may be omitted, whereas in cinemas the 3G rule always applies.

Lower Saxony:

The option for 2G applies in many areas - for example for restaurants, culture or larger events.

A revised Corona regulation has been in effect since Thursday, according to which 2G is mandatory from certain warning levels for events with more than 1000 people indoors and in indoor catering.

These levels have not yet been reached nationwide.

According to Prime Minister Stephan Weil (SPD), the 2G regulation will be expanded further - but he has not yet given details on which areas should be included and when the expansion should come.

North Rhine-Westphalia:

The 3G rule generally applies here in hospitals, museums and indoor restaurants. The 3G Plus rule is mandatory for discos or indoor parties with dancing. If you have not been vaccinated or have not recovered, you must have a PCR test or a rapid test, whereby the rapid test must not be more than six hours old. If you want to go to the hairdresser or the pub with a PCR test, it can only be 24 hours old. Previously it was 48 hours.

The municipalities are also allowed to introduce stricter measures. Many have already imposed 2G rules for their Christmas markets. In the future, access restrictions are also to be introduced in the leisure sector for adults who have not been vaccinated or have recovered. This was announced by Prime Minister Hendrik Wüst (CDU) on Tuesday after a cabinet meeting in Düsseldorf. 2G-Plus should even apply in particularly sensitive areas. Then vaccinated and convalescent people must also present a daily negative test. This applies, among other things, to carnival sessions, said Wüst.

Rhineland-Palatinate:

The state has been relying on the so-called 2G-Plus regulation for a long time. Accordingly, the number of approved, unvaccinated people is limited and is further reduced if, for example, the seven-day incidence or hospital occupancy exceeds certain thresholds. In indoor catering, for example, there is no longer a requirement to wear a mask or a distance requirement if no more than 25 unvaccinated people are present. The contact restrictions in public spaces have generally been lifted.

Saarland:

The “Saarland Plus model” applies here with extensive 3G regulations, for example for indoor areas in restaurants, leisure facilities and sporting events. However, Saarland is also planning to tighten its measures further, which could apply from the beginning of next week. The cabinet agreed on Tuesday to introduce the 2G rule indoors, said government spokesman Alexander Zeyer in Saarbrücken. Accordingly, only those who have been vaccinated and recovered should then have access to restaurants and indoor events. However, the details of a new ordinance still have to be worked out and could then be decided after the federal-state consultations.

Saxony:

Since the beginning of last week, the Free State has been the first large state to use the 2G rule comprehensively against the rapidly increasing corona numbers. Only those who have been vaccinated and those who have recovered are allowed to go to restaurants, pubs or discos; a negative test is not enough. In view of the tense infection situation, the country now wants to tighten the protective measures further.

In particularly endangered facilities such as nursing homes and hospitals, a general compulsory test will soon also apply to those who have been vaccinated and recovered, said Minister of Social Affairs Petra Köpping (SPD) on Tuesday. When the congestion level is reached, the 2G rule also applies in retail. Supermarkets and drug stores are excluded. A 2G-Plus option is planned for the organizers of leisure and cultural events. Anyone using public transport must wear an FFP2 mask. The key points of the Corona Protection Ordinance are to be finally decided by the cabinet on Friday.

Saxony-Anhalt:

In the state, either the 3G rule should be implemented consistently or the organizers should rely on the 2G option themselves.

The state government justified its approach by stating that it is still unclear what will apply after the "epidemic emergency of national scope", which is planned for the end of November, has expired.

Schleswig-Holstein:

The 3G rule generally applies to indoor events.

There is then no mask requirement.

In buses and trains as well as when shopping, the mask requirement still applies.

The state government is now considering switching to the 2G model for larger indoor events.

Concrete areas are to be discussed this week.

Thuringia:

In Thuringia, the municipalities should introduce a 2G or 3G Plus model in the highest corona warning level three.

However, a number of districts and cities did not implement this for a long time.

On Tuesday, the country decided to introduce a 2G obligation for large parts of public life.

According to this, access should only be granted to those who have been vaccinated and recovered in restaurants, hotels and events.

A negative corona test is then often no longer sufficient.

The 2G obligation applies above all to guests, customers and visitors, but not to employees.

Exceptions are also planned for children and young people.

The new 2G rules are to be implemented by the municipalities this week and later laid down in a new corona ordinance of the state.
