"imprudent".
“The long-lived debris created by this dangerous and irresponsible test now threatens satellites and other space objects, vital to the security, economy and scientific interests of all nations for decades to come.
In addition, it will greatly increase the risk to astronauts and cosmonauts from the International Space Station and other human space flight activities.
The safety and security of all actors who seek to explore and use outer space for peaceful purposes have been recklessly endangered ”
