Negotiations to form a government are progressing.

The SPD, the Greens and the FDP will jointly provide information on the progress.

+++ Update, 11/16/2021, 1:50 p.m.:

The future traffic light coalition demonstrates unity.

Today, Tuesday (November 16), the general secretaries of the SPD, Greens and FDP will appear together in front of the press.

It is expected that they will report on the status of the coalition negotiations.

+++ 3:50 p.m.:

In view of the increasing number of infections, the SPD, Greens and FDP are sharpening their planned Corona law.

As representatives of the three groups announced on Monday, they want to enable contact restrictions, especially for unvaccinated people, and introduce a 3G rule in long-distance and local public transport: Passengers must therefore prove that they have been vaccinated, recovered or tested negative.

3G should also apply in the workplace in future, for events or visits to restaurants, if possible, only 2G or even “2G plus”, which means that vaccinated and convalescent people also have to submit a negative test, while unvaccinated people no longer have access.

In addition, the traffic light parties want a return to the home office obligation and a test obligation in old people's and nursing homes.

Traffic light negotiations: but no agreement on mandatory vaccination

The discussion about a job-related vaccination requirement is also ongoing.

Contrary to initial statements, the Green Group has made it clear that there is still no agreement on this.

The leader of the Green Group, Katrin Göring-Eckardt, still sees her coming.

"We will need a compulsory vaccination for institutions, nursing homes, day-care centers, etc.", she said and added: "We will get this off the ground." On Twitter, she later made it clear that it would be discussed at the traffic lights.

A spokeswoman for the parliamentary group also made this clear to the German Press Agency: "The traffic light will only be advised about mandatory vaccinations in special facilities in a separate procedure, regardless of the Infection Protection Act."

Traffic light negotiated: Business should stay open

+++ 14.55 p.m.:

 Despite the planned tightening of the Corona measures, the shops in Germany should remain open in the future.

“We don't have to close any stores, the virologists also tell us that,” said Greens parliamentary group leader Katrin Göring-Eckardt in Berlin.

The restaurants should also remain open as long as they can provide enough space with appropriate hygiene concepts.

The bars, on the other hand, could be closed.

There should only be as many people as possible under the conditions of the pandemic.

From the federal-state summit planned for Thursday, the "common sign" should go out, "to agree 2G and 2G-Plus across Germany," said Göring-Eckardt.

"We create this possibility in the law." Then the countries should also apply it.

The “traffic light is now presenting something that corresponds to the reality and the drama of the situation, but also to the advice of scientists.

Traffic light coalition is negotiating the formation of a government

Update, 1.30 p.m.:

The possible future government partners SPD, Greens and FDP are, according to the Greens parliamentary leader Katrin Göring-Eckardt, in agreement on the introduction of mandatory vaccinations in certain areas.

“We will need a compulsory vaccination for institutions, nursing homes, day-care centers, etc.

We will get this off the ground, ”said Göring-Eckardt on Monday in Berlin.

When asked, she confirmed that the members of the desired traffic light coalition were in agreement on this issue.

The move is not part of the reform of the Infection Protection Act, which is to be passed this week, but a separate legislative process, explained Göring-Eckardt.

Traffic light coalition: party leaders take over the negotiations from now on

First report

: Berlin - The negotiations on the formation of a traffic light coalition will go into the next round on Monday (November 15, 2021). After the 22 working groups of specialist politicians had presented their results on the individual subject areas *, the talks between the SPD *, the Greens * and the FDP * return to the top level. The remaining points of dispute are now to be clarified within the framework of the 21-person main negotiation round.

So far, hardly any details about the negotiations have come out.

Also because the parties had decided not to burden the talks with public debates, although the Greens had already expressed displeasure about the lack of progress on climate issues *.

According to the current plan, negotiations on a coalition agreement should be concluded this month.

Olaf Scholz * (SPD) should therefore be elected Chancellor * in St. Nicholas Week from December 6th and his government sworn in in the Bundestag *.

Climate protection: Habeck warns of the failure of the traffic light coalition to achieve climate goals

Last week Robert Habeck * (Greens) warned that the coalition negotiations would fail if the parties fail to agree on measures to meet the 1.5-degree target agreed in the exploratory talks. The aim is to stop global warming at 1.5 degrees compared to pre-industrial times so that the climate crisis does not escalate completely.

According to reports, it is also a matter of dispute how much money the possible coalition partners spend on investments and how these should be paid for.

The Verdi union is demanding a clear decision from the negotiators.

"I expect that they will not ignore the financing issues and enable sufficient investments in infrastructure and climate protection," said Verdi boss Frank Werneke of the German press agency.

The issue of distributive justice is also important in this context.

Government formation in Germany: Greens insist on clarifying personnel issues unusually early

According to a report by Bild am Sonntag, the Greens insist on clarifying the distribution of ministries between the three parties right at the beginning of the main round of negotiations on Monday.

Accordingly, one negotiator is said to have said that the willingness to compromise only increases when it is clear who has to implement what in the government.

In the past, however, it was usually customary to clarify personnel issues at the end of joint discussions.
