"Intransparent" list: finance committee in Sauerlach now approves the daycare annual accounts.

Sauerlach - turning point in the Sauerlach finance committee: The 2020 annual accounts for the “Regenbogen” daycare center in Arget closed with a deficit of over 19,500 euros.

Part of the amount should be paid by the community.

The finance committee initially rejected this.

Now the proposal has been accepted.

"According to the agreement, the municipality of Sauerlach bears 90 percent of the deficit," said a resolution proposal from the municipality.

That would be around 17,500 euros.

The ten-person committee unanimously rejected the proposal in the finance committee at the end of October.

The reason: 48,000 euros.

Money that shows the annual accounts.

"We don't know where this sum comes from"

“We don't know where this sum comes from - probably from an internal borrowing from another account, which has nothing to do with daycare bookings,” mayor Barbara Bogner (UBV) speculated.

And: "This borrowing, for which it is unclear, has never been shown in a household and therefore never approved by the Sauerlach municipal council."

This means that neither the reversal could "suddenly appear", nor could interest income be claimed, according to Bogner.

Klaus Zimmermann (UBV), 2nd Mayor, had also criticized: “You can't have a loss of 19,000 euros on the one hand and pay back 48,000 euros on the other.” It is possible that everything was booked correctly, but currently “not at all transparent”.

Zimmermann at the time: "We want to know what happens to our grants."

Now light should be brought into the accounting darkness.

Which is why Ulrike Lorentz, pastor of the Evangelical Lutheran parish in Holzkirchen, and Heinz Hagenmaier, who is responsible for finances and accounting at the church administration office in Rosenheim, came to the committee meeting in Sauerlach last Thursday evening.

Hagenmaier admitted somewhat awkwardly that the preparation of the annual accounts could be "misleading".

The objectionable amount of 48,000 euros came from a property sale in Dietramszell, which the parish of Holzkirchen had credited the daycare center.

This then flowed into the "rainbow" reserves.

"The church then borrowed money from the reserves," said Ulrike Lorentz, explaining the financial-technical marshalling yard.

That is not unusual.

The kindergarten could also draw a loan from the church's reserves, "that is secured by the regional church".

"I know municipalities where the annual accounts are less transparent"

Lorentz added: "I know municipalities, the annual accounts are less transparent." In this case, this means: Loan items like the one complained about here did not even appear anywhere else.

Actually, this post does not concern the Sauerlach Finance Committee, should that mean.

Ulrike Lorentz is not responsible for the annual accounts, she was not in office in 2020.

She had only started the position in Holzkirchen in February of this year, previously she had worked in the Erlangen area.

"We almost always have to make advance payments with the personnel planning, as we have hired our people for an unlimited period," Lorentz had previously explained to the Münchner Merkur.

The committee members were satisfied with the explanations: "From my point of view, the explanation is understandable and in order," says Markus Hoffmann (CSU).

Because: "From the point of view of the municipality, it is a matter of checking that the subsidies are being used properly."

In addition, one has to check that "nothing extraneous is financed with the deficit compensation".

Both points are fulfilled, said Hoffmann.

“The approval that has been given is therefore correct.” The proposed resolution on the day-care center annual accounts was approved.
