Is the installation of a garden greenhouse subject to regulations?
Yes.
A garden greenhouse may be considered by law as an external annex and therefore be subject to
planning permission
.
This mainly depends on the surface of it but also on the residential area and the Local Urban Plan (PLU).

Is it possible to install a greenhouse without planning permission?
Yes.
The
small areas
are exempted from authorization application (except for protected areas).
You can therefore install a garden greenhouse without formality if its height does not exceed 1.80 meters and the area does not exceed 5 m².
In addition, if the
construction is temporary
, that is to say that it is established for a maximum of 3 months in the year, no authorization is necessary, regardless of its surface.
In which case should you apply for an urban planning authorization for a greenhouse?
If your garden greenhouse exceeds 1.80 meters in height and 5 m² in area (floor area and footprint), it is, like a swimming pool or a garage, considered as a
new construction
(articles R421- 9 to R421-12 of the Town planning code).
You must then apply for an
urban planning authorization
for the construction of this one.
To obtain it, you must submit an application for a building permit or a prior declaration of work (DP) to the town hall.

Unprotected area:
If your garden greenhouse is between 6 m² and 20 m² in area and the height is less than or equal to 1.80 meter, you will need to make a
DP
(prior declaration of work) to the town hall of your place of residence.
If your garden greenhouse is more than 20 m² in area and the height is over 1.80 meters, you will need to
apply for
(and obtain) a
building permit
before installing your greenhouse.
Protected area:
If your place of residence is located in a
"protected zone
", that is to say on the edge of a heritage site or a historic monument, or on a classified site or in the process of classification:
You must request a
RFP
if your surface area is less than 20 m² and the height above the ground is less than 4 meters (article R421-11 of the Town planning code).
You must apply for a building
permit
if your area is greater than 20 m² and the height is over 4 meters.
