Frankfurt - Germany is in the middle of the fourth Corona wave *.

Politicians are now reacting to increasing new infections with new regulations.

The 2G and 3G regulations are the central instrument of the current pandemic phase.

The background to this is that above all unvaccinated people are in the intensive care units of German hospitals, some with severe courses of the Covid-19 disease.

For Markus Söder *, Prime Minister of Bavaria, it is now a "pandemic of the unvaccinated".

Health politician Karl Lauterbach * sees it similarly, as he recently emphasized at Anne Will * on ARD *: "Unvaccinated people are the drivers of the pandemic."

Corona rules: 2G or 3G?

However, it is mainly the federal states that are now taking action - and are adopting new corona rules.

The result is a patchwork quilt.

An overview of what now applies in which federal state:

  • Bavaria:

    In Bavaria, a traffic light system is the central point of reference for corona rules. The Bavarian traffic light has been red since Monday (November 8th, 2021). This is why the 2G regulation now applies across the board. From now on, only those who have been vaccinated and those who have recovered have access to restaurants, hotels and pensions. An alternative PCR test will no longer be sufficient in the future.

  • In addition, 2G applies to theaters, cinemas, museums, swimming pools and other leisure facilities - an exception applies to children under the age of 12 who have not yet been vaccinated.

    Visiting the hairdresser is a special situation. In the case of services close to the body, 3G plus remains - so unvaccinated people still have access, but only with a negative PCR test.

    According to the Ministry of Health, pupils who are regularly tested in school are considered tested, so they do not need a negative PCR test in the barber shop.

  • What is new is that an FFP2 mask is now also required for mandatory 2G, for example at events, in the cinema and theater - unless a minimum distance of 1.5 meters is observed.

    In gastronomy, guests can take off the FFP2 mask at their place.

  • Also new: The mask requirement for mandatory 2G will also be extended for events with more than 1,000 people in the open air.

    It now also applies there outside of entrance and meeting areas.

  • North Rhine-Westphalia:

    NRW also wants to increasingly rely on 2G in the corona pandemic.

    Due to the sharp rise in corona numbers, access restrictions are to be introduced in the leisure area for adults who have not been vaccinated or have recovered.

    Prime Minister Hendrik Wüst (CDU) announced this on Tuesday (November 16, 2021).

    In particularly sensitive areas, 2G plus should even apply - i.e. current tests also for vaccinated and convalescent people.

    This applies, among other things, to carnival sessions, said Wüst.

    The 2G rule should also apply to Christmas markets in North Rhine-Westphalia.

  • Similar to Bavaria, North Rhine-Westphalia uses warning levels, but no traffic lights. The state government around Wüst had already denied another lockdown. So far, rapid tests have been sufficient for unvaccinated people to participate in public life. With a view to the deliberations of the federal and state governments on Thursday (November 18, 2021), Wüst had spoken out in favor of agreeing on a common “timetable for the winter months”. In his opinion, this should include a 2G regulation in the leisure sector and a 3G regulation in the workplace.

  • Hesse:

    A Corona step-by-step plan also applies in Hesse. The state government around Prime Minister Volker Bouffier has been relying on the 3G Plus model since Monday (November 8th, 2021). The central aspect of this is that negative rapid tests are no longer sufficient for unvaccinated people if they want to attend certain events. Instead, negative PCR tests are necessary. *



    There should be no access restrictions for Christmas markets in Hesse, for example in the form of a test or vaccination certificate. However, distance and hygiene rules should be observed. In closed or covered rooms, at least the 3G-plus rule (recovered, vaccinated or PCR-tested) should apply. Stricter requirements in the hygiene concept are, however, possible on an individual basis.

  • Baden-Württemberg:

    In Baden-Württemberg, the 2G rule will apply from Wednesday (November 17, 2021).

    As the state government around Prime Minister Winfried Kretschmann announced, Baden-Württemberg will then reach the so-called corona alert level due to the worsening situation in the intensive care units.

  • The alert level is the last level of the escalation concept for the time being.

    If the number of Covid-19 patients in intensive care units exceeds the critical value of 390 on the second working day in a row, the corona alarm level and the 2G regulation automatically come into force.

    Only those who have been vaccinated and those who have recovered will then have access to restaurants, museums, cinemas, gyms and most other public events.

  • In the retail sector, the 3G regulation applies in the alert level without a PCR test requirement.

    Basic supply shops such as supermarkets, outdoor markets and pick-up and delivery offers are also excluded.

    Masks are still required in schools.

    In view of the dramatic corona situation, Kretschmann does not rule out a new lockdown.

  • Lower Saxony: Lower Saxony is

    increasing due to the increasing number of corona cases

    gradually to 2G.

    A stricter corona regulation has been in force since Thursday (11/11/2021).

    It provides for 2G to take effect from earlier warning levels.

    From warning level 1

  • From warning level 2, the enforcement of 2G in the interior of the catering trade is mandatory.

    In discos, clubs and bars, the 2G rule applies from warning level 2 both indoors and outdoors.

    From warning level 3 onwards, it is only allowed to open outside.

  • The Corona step-by-step plan in Lower Saxony currently does not apply to the entire state, but at the regional level.

    2G is valid nationwide as an option for gastronomy, retail and other events and is "strongly recommended" by the state government.

    If a district decides on the regulation, the distance requirement and mask requirement do not apply.

    The state government has already announced that it will tighten the rules in the near future, and a Lower Saxony-wide 2G rule could then come.

  • Mecklenburg-Western Pomerania:

    Cities and districts that reach the third of four warning levels on the Corona warning light are subject to the 2G rule.

    This does not work anywhere so far, but that could change this week.

  • Children under the age of 12 are exempt from 2G;

    for 12 to 17 year olds this applies until the end of the year.

    However, 7 to 17 year olds must submit a daily test.

    A 2G option model has been in effect for some time in pubs, restaurants and at events: if only vaccinated and genesis patients have access, many protective measures may be omitted, whereas in cinemas the 3G rule always applies.

  • Saxony:

    In Saxony, the current warning level regulates that the 2G rule applies in the state - in numerous areas: fitness studios, cinemas, theaters and museums are affected, for example. The 2G regulation has been in effect since Monday (November 8th, 2021) and is the benchmark for the current Corona regulations. In particularly endangered facilities such as nursing homes and hospitals, a general compulsory test will soon also apply to those who have been vaccinated and recovered, said Minister of Social Affairs Petra Köpping (SPD) on Tuesday (November 16, 2021). There are exceptions to the 2G rule for local public transport and church services. In exceptional cases, the Saxon state government refers to the mask requirement and the distance requirement.

  • So far, there is also an exception to the 2G rule for retailers. In view of the drastically increased number of corona infections, however, the country wants to further tighten the protective measures. When the congestion level is reached, the 2G rule should also apply in retail. Supermarkets and drug stores are excluded. A 2G-plus option is planned for the organizers of leisure and cultural events. Special regulations apply to Christmas markets: There are no restrictions in strolling areas, but 2G in lingering areas.

  • Schleswig-Holstein:

    Compared to Saxony, Schleswig-Holstein does not have the 2G concept, but the 3G regulation nationwide.

    In order to be able to participate in public life, unvaccinated persons need a negative rapid test, not a PCR test.

    No special corona rules yet apply to Christmas markets.

  • The state government is now considering switching to the 2G model for larger indoor events.

    This week we will discuss specific areas.

  • Saxony-Anhalt:

    The 3G regulation largely applies in Saxony-Anhalt as well. So far, the state government has kept an extension to 2G open. The state government justifies its approach with the fact that it is still unclear what will apply after the "epidemic emergency of national scope", which is planned for the end of November, has expired.



    In order to visit gastronomy and take part in cultural life, people who have not been vaccinated against the coronavirus need a negative rapid test. The corona restrictions largely do not apply to Christmas markets.

  • Hamburg:

    Hamburg tightened the corona rules on Tuesday (November 16, 2021) and expanded the existing 2G model.

    It is now mandatory for restaurants, bars, clubs, discos, body-hugging service providers, indoor sports as well as leisure choirs and orchestras.

  • Essential body-hugging services such as hair cutting, foot care and medical treatments are still available under 3G terms.

    For the time being, there will be no tightening in retail or local public transport.

    Children under the age of 18 and unvaccinated people for medical reasons are exempt from the new rules.

  • Berlin:

    Extensive 2G rules have been in place in the capital since Monday (November 15th, 2021). Only those who have been vaccinated and those who have recovered have access to restaurants, cinemas, theaters, museums or galleries, for example; a negative test is no longer enough. This also applies to leisure facilities such as saunas and thermal baths or amusement facilities such as amusement arcades, as well as closed rooms in amusement parks or in the Berlin zoo as well as in the zoo. 2G also applies to visits to the hairdresser. This does not apply to people who have not yet reached the age of 18. A proven negative corona test is still sufficient for them.

  • Brandenburg:

    The 2G rule in restaurants, hotels, cinemas, theaters, discos, clubs and festivals has also been in effect in Brandenburg since Monday (November 15, 2021).

    There is an exception for under 18-year-olds with a negative test and for those who cannot be vaccinated.

  • Bremen:

    Bremen, like many other federal states, relies on a step model in assessing the corona situation.

    The number of cases there currently results in a 3G model.

    The 2G rule is an option for higher warning levels.

    Restaurants, theaters, clubs or even music schools and sports facilities may use them.

  • The Bremen 3G model relies primarily on negative rapid tests as proof of participation in social life in the unvaccinated.

  • Rhineland-Palatinate:

    In Rhineland-Palatinate, the 3G plus principle currently applies in numerous areas of public life.

    Hotels, restaurants and cinemas, for example, have to check the evidence of the test of unvaccinated people.

    The number of approved, unvaccinated people is limited and will be further reduced if, for example, the seven-day incidence or sickness occupancy exceeds certain thresholds.

    In indoor catering, for example, there is no longer a requirement to wear a mask or a distance requirement if no more than 25 unvaccinated people are present.

  • PCR tests are not necessary.

    The contact restrictions in public spaces have generally been lifted.

    So far, there are increasing indications that a tightening - to a 2G model - is not planned in Rhineland-Palatinate.

  • Saarland:

    The Saarland Plus model applies here with extensive 3G regulations, for example for indoor areas in restaurants, leisure facilities and sporting events.

    Stricter rules could apply from the beginning of next week.

  • The cabinet agreed on Tuesday (November 16, 2021) to introduce the 2G rule indoors, said government spokesman Alexander Zeyer in Saarbrücken.

    Accordingly, only those who have been vaccinated and recovered should then have access to restaurants and indoor events.

    However, the details of a new ordinance still have to be worked out and could then be decided after the federal-state consultations.

  • Thuringia:

    The Thuringian Cabinet decided on Tuesday (November 16, 2021) to introduce a 2G obligation for large parts of public life. This should apply in the catering trade, in accommodation establishments and for events. The new 2G rules are to be implemented by the municipalities this week and later laid down in a new corona ordinance of the state.

  • The 2G obligation should apply primarily to guests, customers and visitors, but not to employees.

    An unvaccinated waiter, for example, in whose restaurant there is a 2G obligation for guests, can alternatively show a negative PCR test in order to be able to continue his work with customer contact.

    Exceptions are also planned for children and young people.

    According to the cabinet decision, retail also remains exempt from the 2G regulation.

New debate about corona rules in Germany

Experts are currently discussing a possible 1G rule in Germany, among other things.

Among other things, virologist Jonas Schmidt-Chanasit warned against overestimating the effect of the 2G rule.

2G gives a "sham security", so the virologist to the Deutschlandfunk.

The virologist was alluding to the fact that vaccinated people could pass on the corona virus.
