Corona rules of the federal states: 3G, 2G

Because of the dramatically increasing number of infections, many federal states are tightening their corona measures. In others there is not even a general mask requirement. What are the requirements of the federal states? The overview.

At the Corona summit on Thursday, the federal and state governments want to talk about how the fourth corona wave can be broken.

But it is also clear that new measures need time to take effect.

In view of the rapidly increasing corona numbers, the majority of countries are already relying on the 2G model, in which only those who have been vaccinated and those who have recovered have access to many areas of public life.

However, the rules vary considerably depending on the state.

Which rules apply where?

The overview.

Baden-Württemberg:

The state has reached the so-called »alert level« because of the tense situation in the intensive care units.

This introduces the 2G rule in many areas, and unvaccinated people are largely excluded from participating in public life.

The alert level applies if the value of 390 Covid patients in the intensive care units is reached or exceeded two days in a row.

In this case, the Corona Ordinance provides for the 2G rule nationwide, for example in restaurants, museums, at exhibitions and at most other public events.

Anyone who is not vaccinated and can only show one test will no longer be admitted to the cinema, swimming pool or gym, in adult education courses and music schools.

There are exceptions, for example, for public transport and religious events.

Even in retail, the 3G alert does not require a PCR test.

Basic supply shops such as supermarkets, outdoor markets and pick-up and delivery offers are also excluded.

Bavaria:

Dramatically increasing incidences and full intensive care units: the Bavarian hospital traffic light continues to show red.

In restaurants, hotels and other accommodation providers only the 2G rule applies.

An alternative PCR test is no longer sufficient.

Since last week, only vaccinated and recovered people have access to theaters, cinemas, museums, swimming pools and other leisure facilities.

This does not apply to children under the age of twelve for whom a vaccination has not yet been approved.

For body-hugging services such as hairdressers, 3G-Plus remains: Unvaccinated people are only allowed in with a negative PCR test.

For underage students who are regularly tested for Corona, there is an exception to the 2G rule in restaurants, hotels and holiday apartments.

Berlin:

The 2G rule also applies almost everywhere in the capital.

For example, only vaccinated and convalescent people have access to restaurants, cinemas, theaters, museums or galleries - a negative test is no longer enough.

This also applies to leisure facilities such as saunas and thermal baths or amusement facilities such as amusement arcades, as well as closed rooms in amusement parks or zoos.

2G also applies to a visit to the hairdresser.

Children are not affected in Berlin: A negative corona test is still sufficient for minors.

Brandenburg:

The 2G rule has been in force in restaurants, hotels, cinemas, theaters, discos, clubs and festivals in the state since Monday.

Minors with a negative test and people who cannot be vaccinated are excluded.

Bremen:

The lowest warning level 0 has been in effect in the Hanseatic city since the end of October. This means that the 3G rule is no longer applicable indoors.

The 2G rule would be an option for higher warning levels.

Restaurants, theaters, clubs or even music schools and sports facilities are allowed to use them now.

Hamburg: Hamburg had

already decided on a 2G option model for public facilities such as restaurants, bars, cinemas and theaters in August.

Since then, operators have been able to restrict access to vaccinated and convalescent people on a voluntary basis - otherwise the 3G rule still applies there.

From Saturday, unvaccinated people will no longer be allowed to enter restaurants, bars and clubs, among other things.

The red-green Senate canceled the 3G model for several areas on Tuesday and instead made the 2G model mandatory.

This also affects indoor recreational sports as well as theaters, cinemas and body-hugging services with the exception of hairdressers, foot care and medical treatments.

For the time being, there will be no tightening in retail or local public transport.

Hessen:

The 3G plus rule applies in many areas.

Those who have not been vaccinated or recovered have had to present a current PCR test since Thursday to participate in 3G events or when entering many 3G facilities.

Organizers also have the option of only admitting those who have been vaccinated and tested.

3G rules now also apply to companies with employees who have contact with external customers at work.

According to the new requirements, a maximum of ten percent of the visitors will be able to be tested at large 3G events with more than 5000 participants.

The rest must either be vaccinated or have recovered.

Mecklenburg-Western Pomerania:

The 2G rule applies to cities and districts that reach the third of four warning levels ("orange") on the state's own Corona warning light.

This does not work anywhere so far, but that could change this week.

Children under the age of twelve are exempt from 2G - for 12 to 17 year olds this applies until the end of the year.

However, 7 to 17 year olds must submit a daily test.

A 2G option model has been in place for some time in pubs, restaurants and at events: if only vaccinated and genesis patients have access, many protective measures can be omitted, whereas in cinemas the 3G rule always applies.

Lower Saxony:

The 2G option is available in many areas - for example for restaurants, culture or larger events.

A revised Corona ordinance has been in effect since Thursday, according to which 2G is mandatory for events with more than 1000 people indoors and in indoor catering from lower warning levels.

These levels have not yet been reached nationwide.

According to Prime Minister Stephan Weil (SPD), the 2G regulation is to be expanded further.

But he did not give details yet.

North Rhine-Westphalia:

In hospitals, museums and indoor restaurants, the 3G rule is mandatory.

The 3G plus rule applies to discos or indoor parties with dancing.

Anyone who has not been vaccinated or recovered must have a PCR test or a rapid test, whereby the rapid test may not be more than six hours old.

If you want to go to the hairdresser or the pub with a PCR test, it can only be 24 hours old, previously it was 48 hours.

The municipalities are also allowed to introduce stricter measures. Many have already imposed 2G rules for their Christmas markets. In the future, access restrictions are also to be introduced in the leisure sector for adults who have not been vaccinated or have recovered. This was announced by Prime Minister Hendrik Wüst (CDU) after a cabinet meeting in Düsseldorf. In particularly sensitive areas, 2G plus should even apply - i.e. current tests also for vaccinated and convalescent people. This applies, among other things, to carnival sessions, said Wüst.

Rhineland-Palatinate:

The state has been relying on the so-called 2G-Plus regulation for a long time.

Accordingly, the number of approved, unvaccinated people is limited and is further reduced if, for example, the seven-day incidence or hospital occupancy exceeds certain thresholds.

In indoor catering, for example, there is no longer a requirement to wear a mask or a distance requirement if no more than 25 unvaccinated people are present.

The contact restrictions in public spaces have generally been lifted.

Saarland:

The Saarland Plus model applies here with extensive 3G regulations, for example for indoor areas in restaurants, leisure facilities and sporting events.

However, the state government is also planning to tighten the measures further, which could apply from the beginning of next week.

According to a government spokesman, the cabinet has agreed to introduce the 2G rule indoors.

Accordingly, only those who have been vaccinated and recovered should then have access to restaurants and indoor events.

However, the details of a new ordinance still have to be worked out and could then be decided after the federal-state consultations.

Saxony:

Since the beginning of last week, the Free State has been the first large state to make extensive use of the 2G rule.

The reason for this is the rapidly increasing corona numbers.

Only vaccinated and convalescent people are allowed in restaurants, pubs or discos - a negative test is not enough.

Now the country wants to tighten the measures further.

In facilities such as nursing homes and hospitals, a general compulsory test will soon also apply to those who have been vaccinated and recovered, said Minister of Social Affairs Petra Köpping (SPD) in Dresden.

If the overload level is reached, the 2G rule also applies in retail.

Supermarkets and drug stores are excluded.

A »2G-Plus-Option« is planned for the organizers of leisure and cultural events.

Anyone using public transport must wear an FFP2 mask.

The key points of the Corona Protection Ordinance are to be finally decided by the cabinet on Friday.

Saxony-Anhalt:

The 3G rule should be implemented consistently in the state - or the organizers should opt for the 2G option themselves. The state government justifies its approach with the fact that it is still unclear what will apply after the "epidemic emergency of national scope", which is planned for the end of November, has expired. This is likely to be one of the central questions at the federal-state meeting on Thursday.

Schleswig-Holstein:

The 3G rule generally applies here for indoor events; there is then no mask requirement. The mask must still be worn on buses and trains as well as when shopping. As of Monday, unvaccinated people are no longer allowed to visit the interiors of leisure facilities and restaurants. Children up to and including seven years of age and underage students who are regularly tested in school are excluded. The basic principle is then: 2G for leisure events, 3G for professional events and for young people.

Thuringia:

In the state, the municipalities should introduce a 2G or 3G plus model in the highest corona warning level three.

However, a number of districts and cities did not implement this for a long time.

Now the country has decided to introduce a 2G obligation for large parts of public life.

According to this, access should only be granted to those who have been vaccinated and recovered in restaurants, hotels and events.

A negative corona test is then often no longer sufficient.

The 2G rule applies above all to guests, customers and visitors, but not to employees.

Exceptions are also planned for children and young people.

The new 2G rules are to be implemented by the municipalities this week and later laid down in a new corona ordinance of the state.
