JO 2024: deliberated on Friday on whether or not to resume work on the Aubervilliers swimming pool

2021-11-17T19:21:21.098Z

The administrative court of appeal of Paris examined, this Wednesday afternoon, the amending permit presented by the city of Aubervilliers conce

“The amending permit came out very quickly, a sign that the issue of deadlines is a very big issue,” says Viviane.

The gardener is among the applicants, who attacked the initial town-planning document on the construction of an aquatic center in Aubervilliers and obtained a suspension of work on September 20.

The plaintiffs oppose the destruction of 4,000 m² of allotment gardens that will result from the construction of this equipment.

The Fort d'Aubervilliers swimming pool must be delivered before the 2024 Olympics to be able to serve as a training pool for swimmers, within the framework of the competitions.

On the condition that the work can be completed in time for the Olympic rendezvous.

The hearing this Wednesday, at the administrative court of appeal of Paris, was precisely devoted to the counter-proposals made by the municipality of Aubervilliers, to resume the work, of which it ensures the project management.

The project is costed at 33.6 million euros, including 10 million financed by the Solideo, the delivery company of the Olympic works.

But this Wednesday, the town hall did not wish to speak out and discuss the changes it made to the file ...

The fitness room does not please any more than the restaurant

However, opponents were not short of arguments. At the hearing, they fought against the idea of installing a fitness and bodybuilding room, a “fitness and well-being space” in the nautical center. This activity which, it seems, would replace the restaurant initially planned, still remains “commercial” in the eyes of the complainants. It would therefore still not have its place in situ, with regard to the prescriptions of the local inter-municipal urban planning plan (PLUI). According to the lawyer for the city of Aubervilliers, this space would on the contrary be "necessary" for the training of athletes within the framework of the Olympic Games.

"The debates refocused on the notion of necessity and on whether the fitness room was really necessary for the operation of the swimming pool", specifies Dolores, a gardener who came to support her comrades at the hearing and who displayed a certain optimism at the end of the hearing. The deliberation will be delivered this Friday by the administrative court of appeal of Paris.

After the suspension of work ordered on September 20, the city of Aubervilliers had embarked on a forced regularization process, starting with the convening of an extraordinary municipal council on September 30, to raise from 30 million to 45 million euros the amount of projects, where the mayor (UDI), Karine Franclet can file requests for administrative authorization, without having to meet his council.

A point that had been raised, among several others, to justify the attack on the initial building permit.
