The Secretary of State for Children, the SOS Prema association and the French Society of Neonatology (SFN) unveiled on Wednesday November 17 at the Hautepierre hospital in Strasbourg the "
hospitalized newborn charter
" whose main objective will prevent the child from being separated from his parents.

We never want the child to be separated from its parents at birth again,
" said Charlotte Bouvard, founder of SOS Préma. This separation "
is absolutely unacceptable and all the scientific evidence shows how essential (the presence of parents) is in the construction of the parent-child bond and the development of the child,
" she insisted. For Adrien Taquet, the Secretary of State in charge of Children and Families, the “
denial of the role of the mother
” observed during certain hospitalizations is “
bearable, neither individually nor collectively
” and falls under “
a form of abuse
”.
The charter, distributed to 490 neonatal services in France, is built in 10 points around the principle of "
zero separation
". It provides for a "
continuous presence, 24 hours a day, of at least one of the parents
" with the child, to authorize "
the participation of the parents in the care
" received by the baby and recognizes their "
protective role ( ...) in the management of pain
”in infants. "
Newborns perceive a lot of things from their environment, and in particular need the stimulation that comes from their parents to develop well
", noted Pierre Kuhn, head of the neonatology service at the Strasbourg University Hospital and member of the SFN. .
10% of births followed by hospitalization
According to the State Secretariat for Children, out of 740,000 births per year, 75,000 (or 10%) are followed by hospitalization (including 60,000 premature babies).
SOS Prema specifies that 39% of mothers of a baby hospitalized at birth met their child more than 5 hours after delivery, according to a survey carried out in the last quarter of 2020 with 1,104 young parents.
This proportion rises to 54% for births by caesarean section.
Adrien Taquet also announced the launch, in 2022, of a call for projects aimed at experimenting, on 10 sites in France, the "
early discharge
" of newborns received in neonatal care with the establishment of mobile teams. allowing the continuation of home care.
This experimental device will be funded to the tune of 2.6 million euros for 3 years.
