In order to get through the winter, the prime ministers of the federal states have therefore decided on some innovations that one or the other will not like.
Because according to the current decision paper, the 2G regulation not only affects leisure activities, the cultural sector, sports, gastronomy and all other indoor events from a hospitalization rate of more than three.
Body-hugging services and accommodation are now also subject to a comprehensive 2G rule.
That means in plain language: According to the decision paper, only those who have recovered or have been vaccinated may still use the hairdresser, beautician and other body-friendly services if the hospitalization rate has exceeded the threshold value three.

This is necessary "to break the infection dynamics".
However, the regional infection rate should also be included in the implementation.
The decision goes on to say: "If the threshold value is not reached for five days in a row, the above regulations can be waived again."
The ministerial thoughts have also made about the control of the measures and speak of consistent and more intensive controls than before.
In addition, it says: "Where possible, the provision of a QR code registration will be ordered in order to facilitate the tracking and interruption of chains of infection."

If the hospitalization rate exceeds the threshold value of six, the “exceptions and exemptions from protective measures, even for vaccinated and recovered people, are made dependent on the existence of a negative test result”.
That is then the so-called 2G plus rule.
Here, too, the regulation can be waived as soon as the threshold value is not reached for five days in a row.
Schools and daycare centers are also mentioned in the new decision paper, because there are innovations here too.
The new regulations apply not only to schools and daycare centers, but also to trains, buses and airplanes.
