The corona numbers in Germany are increasing rapidly.

Meanwhile, more and more details about the bill of the traffic light coalition are known.

An overview.

Update from November 17, 9:15 p.m.:

After the parliamentary groups of the possible “traffic lights” from the SPD, Greens and FDP had presented their draft law for the further German corona policy in winter, the Union now followed up.

The

reported before the corona summit on Thursday by a separate draft resolution by the CDU / CSU and the Chancellery of yet-Prime Minister Angela Merkel * - and this counter-proposal has therefore in itself.

Corona plans of the traffic light: SPD, Greens and FDP revise draft law before federal-state round

Update from November 17, 4:45 p.m.:

The parliamentary groups of the SPD, Greens and FDP have readjusted the draft law on the Infection Protection Act on key points. This is reported, among other things, by the

Frankfurter Allgemeine Zeitung (FAZ)

. Thus, the members of parliament of the likely government parties had received demands of the provinces, "which did not go the original ideas of the traffic light fractions far enough," it says in the

FAZ

..

The new, sharpened content: According to the revised draft law

, the federal states can now issue contact

restrictions

in the Corona crisis

and

limit

the

number of visitors to cultural or sporting events

.

The

number of guests and customers in retail, catering or hotels can also be bindingly limited

.

And: The original deadline for the further corona measures, March 19, should therefore be dropped.

Revised points in the traffic light bill for the Infection Protection Act:

  • Federal states can impose contact restrictions.

  • The number of visitors to cultural and sporting events can be limited.

  • The number of guests and customers in retail, catering and hotels can be limited.

  • The original deadline for the corona measures, March 19, is no longer mentioned.

The German Bundestag will vote on the draft law by the SPD, Greens and SPD this Thursday (November 18).

On Friday, the Federal Council should decide on this as a state assembly.

Traffic light corona plans: Bundestag votes on draft law on Thursday

First report from November 17:

Munich - The fourth Corona * wave hits all of Germany hard.

The number of cases and incidences are skyrocketing from day to day, while the number of free intensive care beds is falling.

The

Prime Ministers will meet

on Thursday

(November 18)

to discuss the currently extremely critical situation.

Tougher measures in the fight against the pandemic seem inevitable.

Before the meeting, the plans of the traffic light parties to contain Corona are now also being concretized.

There are enough construction sites in view of the high number of infections, especially the sluggish booster vaccination campaign has been criticized.

With regard to the future Corona regulations, the main committee of parliament decided on Tuesday evening amendments that have been submitted to the

German Press Agency

.

The Bundestag should vote on Thursday.

Corona plans for the traffic light are becoming more specific - exceptions for tough measures

After the so-called epidemic situation of national scope expires on November 25, the federal states should still be able to impose particularly tough measures, such as restrictions and bans on events in leisure, culture and sport.

According to the plans, however, assembly bans or bans on religious gatherings should be excluded.

It was already known that extensive business and school closings were no longer an option.

In addition, there should be corona requirements in schools.

However, a suspension of face-to-face teaching cannot be stipulated, is confirmed in the draft.

Corona fraudsters: Ampel wants to take action against fake tests and vaccination certificates

Fully vaccinated people currently have more freedom than unvaccinated people. Obviously, this creates incentives for minor or major fraud, as more and more fake tests and vaccination certificates are in circulation. In particular, the forgery of vaccination passports has turned into an industry. Fraudsters who get an imitation with a forged stamp hope to get an official vaccination certificate. The traffic light parties now apparently do not want to stand idly by.

Anyone who falsifies corona tests, recovery or vaccination certificates must expect high fines according to the traffic light plans.

In particularly serious cases of “unauthorized issuing of health certificates”, if “the perpetrator acts on a commercial basis or as a member of a gang”, imprisonment should be possible from three months to five years.

To this end, the Criminal Code is to be amended accordingly.

Corona plans of the traffic light parties - mandatory testing in clinics and nursing homes

The draft of the traffic light parties also contains regulations on compulsory testing in clinics and nursing homes - throughout Germany.

In some federal states it is already being done or is planned, now the regulation is to be introduced nationwide.

Employees and visitors should only be allowed to enter clinics and care facilities with a daily negative corona test.

According to the draft, vaccinated or recovered employees can test themselves daily without monitoring or submit a PCR test twice a week.

In addition, compulsory testing should also apply in facilities for people with disabilities.

Corona measures: traffic lights want 3G regulation in buses and trains

The planned 3G rule in means of transport is to be checked "randomly". Carriers should be obliged to monitor this by means of appropriate verification checks. Passengers then have to present either proof of vaccination, recovery or testing. The negative test must not be older than 24 hours. Schoolchildren and transportation in taxis should be excluded. The obligation to wear an FFP2 mask or medical face mask should be stipulated. This does not apply to children under six years of age.

In Munich, the MVV was previously skeptical of the proposal of the traffic light parties.

In a statement it was said that a possible implementation was being examined, but "in an openly accessible system such as local public transport, seamless controls can hardly be implemented".

In addition, reference was made to the study situation.

In various studies, according to the MVV, "no increased risk of infection" for local public transport has been determined if the relevant framework conditions are complied with.

The railway, however, showed itself to be cooperative with regard to the introduction of 3G.

At the same time, however, she called for support and uniform regulations.

Corona plans of the traffic light: 3G in the workplace is also made clear

The planned nationwide 3G rule at the workplace is also becoming more specific: access to the workplace, if "physical contact" with others cannot be ruled out there, should be done without proof of vaccination, convalescence or daily test evidence (or a maximum of 48 hours old PCR Test) no longer give.

Employers should check this on a daily basis and record the results.

Employees are obliged to submit appropriate evidence on request.

Companies currently have to offer two tests per week.

In addition, there has recently been at least one free citizen test per week again.

With five working days, those who have not recovered or who have not been vaccinated must expect to have two tests per week at their own expense.

Corona: Working in the pandemic - traffic light requires home office to be compulsory

Another point is the regulation on home office.

The following basically applies to both employers and employees: if the requirements are met, work must be carried out from home.

Thus, the planned home office obligation is based on the rules that were in place until June of this year.

Employees with “office work or comparable activities” must be able to work from home, unless this is not possible for operational reasons, for example because mail has to be processed or goods or materials have to be issued.

Employees must accept the home office offer, unless work is not possible at home, for example because it is too tight or too loud or because the necessary equipment is missing.
