The two Syrian-Russian coordinating bodies on issues related to activating the procedures for the return of Syrian refugees affirmed that the policies of Western countries towards Syria are the height of hypocrisy in light of their continued imposition of unilateral coercive measures and their occupation of the territory of a sovereign state, noting that spreading false news about the situation in Syria aims to intimidate the Syrians and force them to postpone their return.

The two bodies said in a joint statement at the conclusion of their periodic meeting, which was held in Damascus with the participation of representatives of the relevant agencies from the United Nations and international humanitarian organizations, "The return of the displaced and displaced Syrians to their homeland is a national priority for the Syrian government, which is exerting in order to achieve this process the maximum possible effort. The two bodies indicated that the tireless work of the Syrian state to restore security and stability and repair the infrastructure made it possible to activate the work of returning the displaced to their permanent places of residence. All the displaced were secured with adequate housing, and health and educational institutions returned to their work in the population centers.

In their statement, the two bodies said: “Taking into account the difficult economic and social situation in Syria caused by Western countries imposing unilateral coercive measures and the coronavirus epidemic, the Russian side is working to provide humanitarian assistance to Syrians in need. As of 2015, 3,027 humanitarian aid operations have been carried out. During which 529,886 tons of foodstuffs, medicines and basic needs items were distributed.

And the two bodies continued: “Thanks to the joint Syrian-Russian operation to stabilize the situation in Daraa governorate, it was reached to calm the situation and organize work to settle the situation of the militants, restore state institutions to their work, and secure drinking water for the population, which helped to establish a normal life, and thanks to these efforts, more than 80 percent of the displaced persons to their places of permanent residence in this area.

The two bodies stressed that the West is investing huge sums of money in programs aimed at supporting terrorists in areas not under the control of the Syrian government as well as in the Middle East, which effectively prevents the return of citizens to their places of origin.

The two bodies indicated that the refugee camps located in areas controlled by Western countries and their armed terrorist groups are still witnessing a critical humanitarian situation, in which all laws and rules of international law are violated.

The two bodies pointed out that a delegation from the United Nations High Commissioner for Refugees visited the temporary residence centers in Homs last October and saw how people lived there after they managed to leave the Rukban refugee camp.

The two bodies explained that the UN delegation heard from former prisoners in the “Rukban” death camp about the suffering of its residents who live in inhumane conditions, as terrorist groups prevent them from leaving it for material considerations and for fear of stopping supplies in case the terrorists remain alone in the camp.

The two bodies confirmed that the terrorist groups and their supporters in the Rukban camp had disrupted the plan to evacuate the civilian population from it early last September, which was being prepared by the specialized agencies of the United Nations.

The two bodies pointed out that the situation in Al-Hol refugee camp in Al-Hasakah governorate is also deteriorating, as this camp still suffers from a high crime rate, lack of food and poor medical care, in which security problems escalate and cases of death threats against women and girls increase, and most humanitarian organizations refuse to work in the camp. Because of the lack of security, she indicated that all these factors lead to increased social and humanitarian tension and contribute to more extremism in the camp.

The two bodies said that their joint meeting identified the main problems that stand in the way of the refugees' return to their homeland, which is the "occupation by foreign forces of the lands of the sovereign Syrian state and a member of the United Nations, where the illegal military presence in Syria is the main destructive factor on the way for refugees to return to their land and homes, as well as It leads to the looting of natural resources in Syria and fueling the well of tension in the region.”

The two bodies added that the second problem is represented by “the policy of sanctions against Syria that contradicts the Charter of the United Nations and the restrictive measures that impede the reconstruction of the country and deprive Syrian citizens, including refugees, of opportunities to live a normal life.”

The two bodies added that the negative attitudes of a number of Western countries and international organizations reject the implementation of Security Council Resolution No. 2585 in the part related to expanding the scope of work on early recovery and increasing the resilience of Syria's infrastructure, in addition to the continuing policy of a number of Western countries that support terrorism and whitewash the terrorists and impede the return of refugees and the return of refugees. Reconstruction is also one of the main problems standing in the way of refugees' return to their homeland.

The two bodies considered that in order to overcome obstacles to the return of Syrian refugees to their homeland and to restore a peaceful life to the long-suffering Syrian lands, the entire international community must be involved in solving problems related to reconstruction and humanitarian assistance to Syria. Therefore, we call on all those who are concerned with security and stability in the Middle East to actively participate in the process of rebuilding the country. Syrian citizens to return to their homeland and in the social and economic reconstruction of the country and the lifting of unilateral measures against the Syrian people.
