In the Starnberg district, one wonders a bit.

Starnberg / Pullach

- The wind power project in Forstenrieder Park is becoming more and more concrete: four to six large rotors could be built along the A95 in the forest. If everything goes well, the community wind farm will be a reality in autumn 2024, by mid-2025 at the latest. Starnberg, Gauting and the district are irritated by some statements on this.

Neuried and Pullach have initiated a working group (Arge), Schäftlarn has joined, and Baierbrunn has also agreed, provided that the district of Munich contributes to the costs. The Munich Committee for Energy Transition, Agriculture and Environmental Issues unanimously approved this on Tuesday. The wind farm will cost several million euros, but this could probably be balanced out after twelve years. Until December 31st, Gauting, Starnberg and the district of Starnberg can still decide whether they too want to join the consortium as residents. The members will then decide whether each member will receive a wind turbine: In other words, whether the wind farm will be implemented with four, five or six wind turbines.

Such statements cause frowns in the district. Dr. Brigitte Kössinger, Mayor of Gauting, and Starnberg's Mayor Patrick Janik were informed by their colleagues, but took away that the consortium should not grow, i.e. no participation of other municipalities was wanted. Janik sees no reason for this either. District administrator Stefan Frey made it clear in the district committee yesterday that he only had brief contact with the wind care operator: “I know too little. At first we are just onlookers. ”The systems would be located in a community-free area in the district of Munich. That would only be interesting for the Starnberg district if it benefited from the wind turbines - through a line or the possibility of being able to credit the ecologically generated electricity to its carbon footprint. He now wants to clarify that more precisely.A suggestion from Bernd Pfitzner (Greens) that the district could get involved with this project with a wind turbine in its own area, Frey is skeptical: The conceivable areas near Wangen and Buchendorf are determined by the partial area use plan, there are uncertainties as to how it is meanwhile compatible with the 10H rule.

Pullach and Neuried have been pursuing the idea of a wind farm in Forstenrieder Park for a long time. You have successfully applied to the government of Upper Bavaria for a so-called wind care worker. Together with the energy specialist Peter Beermann, they are driving the wind farm forward step by step. In Forstenrieder Park, a community-free area has been found at Ludwigs-Geräum that fulfills the 10-H rule in all directions: Since the wind turbines are around 240 meters high, the distance would have to be 2.4 kilometers. This is also true for Unterschorn bei Wangen, from the outskirts of Wangen itself it would be 3.5 kilometers. There could be space for six wind turbines. A wind turbine is expected to produce ten to twelve million kilowatt hours of electricity per year: "That corresponds to the electricity consumption of around 3,000 households," says Beermann. Each wind turbine requires around 5000 square meters of space, although 2500 square meters are to be planted directly at the site after the system has been set up. The remaining sealed square meters are to be reforested on the edge of the Bannwald, "therefore the Forstenrieder Park will be a little bigger in the end".

Next, a long-term wind measurement is commissioned, and nature conservation issues are examined in expert reports. Then the citizens' project is organized. "Based on the church tower principle, the citizens of the municipalities that have joined may participate financially," said Beermann. Those who live closer to it have access to shares first. However, large individual participations are not desired, "one wants to achieve broad citizen participation," said Beermann. Ultimately, this increases acceptance. Citizens should be able to buy shares with 5,000 to 10,000 euros. Assuming that the community wind farm will be founded as a GmbH & Co. KG and that the EEG remuneration forecast for 2024 will remain, the interest rate could be five percent.

At the request of the municipalities involved, the Munich district will not join the consortium itself, but will cushion the cost risk in the event that the project fails. A site safeguarding contract was signed with the state forests, which are the landowners, and the Forstenrieder Park working group was founded. "We would become a member without being able to have a say, I don't know whether that would be a good thing," said District Administrator Christoph Göbel, explaining the reluctance. If the project should be canceled contrary to expectations, the district bears 100 percent of the costs for the expert opinion and should shoulder further planning costs of the individual communities at 50 percent. If everything goes smoothly, the municipalities bear the planning costs.

The project is very similar to that of the Berg community, but is slightly larger.

Berg can already cover more than 100 percent of its electricity consumption with wind power.
