The Federal Council has passed the new Corona regulations with 3G requirements at work and in public transport.

The federal states voted unanimously on Friday for the controversial Infection Protection Act presented by the SPD, Greens and FDP.

This means, among other things, 3G at work, on buses and trains, but for the time being no more exit restrictions and nationwide school closings.

The Union had originally threatened a blockade, but after a federal-state round on Thursday, a compromise emerged: the law of the traffic light parties is to be evaluated in three weeks and, if necessary, improved.

This is the reason why the law in the Federal Council can be approved at all, made clear several prime ministers of Union-led countries.

Partial vaccination requirement: Request from the federal states to the federal government

In the coming weeks, there will be restrictions on the unvaccinated in particular.

The federal and state governments decided on Thursday that in future they will no longer have access to leisure events, restaurants and hotels where a certain number of corona patients are admitted to hospital.

Most countries are already breaking this threshold.

2G is to apply here in the future, i.e. participation only for those who have been vaccinated and those who have recovered.

The federal states also asked the federal government to introduce compulsory vaccinations in certain facilities such as hospitals and nursing homes for everyone who has contact with people who are particularly at risk.

The federal government wants to decide on this shortly, announced the executive chancellor Angela Merkel (CDU).

The controls of vaccination and test records are also to be tightened.

Federal Council decides on traffic light corona plans

Update from November 19, 10:30 a.m.:

The Hessian Prime Minister Volker Bouffier (CDU) has accused the SPD, FDP and the Greens of making wrong decisions on how to deal with the corona pandemic on the basis of political calculations.

With the end of the epidemic situation of national scope, a "fatal signal will be given to the population," he said on Friday when discussing the new Infection Protection Act in the Federal Council.

Despite some improvements in the past few days, this is a law "that fits the current situation in Germany like a fist in the eye," criticized Bouffier.

Hesse will nevertheless agree, since they are jointly responsible for protecting the population.

It is good that the Prime Minister's Conference on December 9th will again talk about the currently appropriate measures to contain the pandemic.

Update from November 19, 10.15 a.m.:

The Federal Council started the final deliberations on the Infection

Protection Act

on Friday.

Despite the original criticism from the ranks of the Union, it is now expected that the law passed in the Bundestag on Thursday will also find a majority in the regional chamber.

At the beginning of the meeting, Federal Council President Bodo Ramelow (left) called for a joint effort: "We must not let up in our efforts, because the virus uses every chance it has to spread."

Measures based on the previous Infection Protection Act can be maintained until December 15, until then the new regulation is to be evaluated. After that there could be tightening again. On December 9th, the federal and state governments want to discuss this in a further conference of prime ministers. That is why critics such as North Rhine-Westphalia's Prime Minister Hendrik Wüst (CDU) have now signaled that they do not want to block the law in the Federal Council.

Hesse's Prime Minister Volker Bouffier (CDU) reiterated the criticism of the Union at the beginning of the Federal Council debate.

The decision of the law was wrong, he emphasized.

Even with the changes made recently, the regulation is not a good law.

The renouncement of an extension of the epidemic emergency is a "factually wrong decision" and "in every respect a fatal signal to the population".

Bouffier also accused the traffic light parties of not having sufficiently involved the states in the deliberations on the new law.

After all, the Bundesrat is “not the approval body of the respective majority in the German Bundestag”.

He regrets "the extremely fatal behavior" of the traffic light parties.

Nevertheless, Bouffier announced that Hesse would approve the bill.

Lower Saxony's Prime Minister Stephan Weil (SPD) thanked the Union-led countries for signaling their approval of the amendment: “It is good if we stand together in this situation.

“Weil also tried to appease the question of whether the epidemic situation should have been prolonged with national consequences.

The term is ultimately not decisive - it is rather a question of whether the federal states have the "intervention options" to combat the pandemic that they need.

This is guaranteed by the new law.

It even enables new measures, such as 3G in the workplace.

Federal Council thriller about Corona law threatens: "Dramatic considerable" - Green politician warns of blockade

Update from November 19, 9:40 a.m.:

Before the Federal Council vote on the new Infection Protection Act, the North Rhine-Westphalian Prime Minister Hendrik Wüst (CDU) again promised approval despite criticism. "I'm sure that everyone is aware of the responsibility," he said on Friday in the program "Frühstart" broadcast by RTL and ntv. It is a common task to protect health and human life. "There is no room for party-political games."

Wüst also renewed his criticism of the law submitted by the parties to the potential future traffic light coalition, which had already passed the Bundestag on Thursday.

It is wrong, as it sends a misleading signal with the end of the so-called epidemic situation of national scope.

In addition, it reduces the toolbox for combating the crisis.

In view of the criticism of the law from the ranks of the Union-led federal states, a possible blockade by the Federal Council in the special session on Friday morning initially seemed possible.

After the Bundestag resolution on the law and the subsequent top round of heads of government on the corona situation on Thursday, several of these countries had announced their approval.

A blockage was off the table.

The Federal Council begins its vote on the Corona Infection Protection Act.

Update from November 19, 7:10 a.m.:

After a violent dispute between the traffic light parties and the Union, the Federal Council will vote on the new tool box against the fourth corona wave on Friday.

Originally, the Union had indicated a blockade: Without the countries with the CDU and CSU in government, there would be no majority in the Bundesrat.

After a federal-state round on Thursday, however, a compromise emerged: It was agreed that the law introduced by the SPD, Greens and FDP should be evaluated within three weeks and, if necessary, improved.

Corona law of the "traffic light" in the Federal Council: Greens warn - "Dramatic considerable"

Should the law, contrary to expectations, be blocked in the Bundesrat, a mediation committee of the Bundesrat and Bundestag could still seek a compromise.

But time is of the essence: The previous legal basis for the Corona requirements will expire on November 25th.

Green parliamentary group leader Katrin Göring-Eckardt therefore urged approval.

“The drama is considerable.

We are in an emergency situation.

Especially in hospitals.

We have to react to that, "she told the German press agency.

"Party-political differences must take second place."

Original message from November 18th:

Munich / Berlin - Germany faces the next anxious weeks in the coronavirus pandemic *, and again before Christmas and the (actually) reflective time.

Like 2020. Exploding corona infection numbers and sometimes dramatic reports from hospitals * are not only causing concern for politicians.

A campaign with booster vaccinations * should break the fourth corona wave now - at best.

This Thursday (November 18), the Prime Ministers and the Federal Government agreed on uniform corona rules * in the federal-state conference.

The framework for this is the new Corona Infection Protection Act, which the German Bundestag passed in the afternoon - against criticism from the ranks of the (future opposition) Union.

Corona law of the "traffic light" in the Federal Council: Do the CDU / CSU-led countries agree?

And so this Friday all eyes are on the CDU and CSU when it comes to the Federal Council, whether the Union-led federal states (North Rhine-Westphalia, Bavaria, Hesse, Saxony, Saxony-Anhalt, Schleswig-Holstein, Saarland) the bill of the expected traffic light - Agree to the coalition of the SPD, Greens and FDP in the second constitutional chamber.

A sure-fire success?

Not at all.

Most recently, the new Prime Minister of North Rhine-Westphalia, Hendrik Wüst (CDU), even threatened a blockade in the Federal Council.

On Thursday evening he sounded much more defensive in this regard.

In the video: Drastic corona rules are set to break the fourth wave

With the tightened version of the Infection Protection Act, "we will be able to approve tomorrow in the Federal Council," said the Laschet successor.

Nonetheless, Wüst again criticized: “We would have liked to have had a bigger toolbox,” he said, referring to columns of ambulances, such as those seen in Bavaria, for example: that in view of such images, “the pubs are still busy.

That's something that doesn't work, ”he said.

To classify: A closure of the catering is not provided for in the new measures.

Corona law of the "traffic light" in the Federal Council: criticism from Markus Söder (CSU) and Hendrik Wüst (CDU)

Markus Söder (CSU) also made an initial announcement.

Bavaria will “definitely” agree to the law in the Federal Council, the Franconian also said on ZDF: “And I have the impression that the other Union countries too.

We have no time to lose. ”Nevertheless, Söder also confirmed that the“ traffic light ”measures did not go far enough for him.

Which leads to another heated debate on Friday.

Is the Corona law coming through the Federal Council?
