Berlin - After a violent dispute between the traffic light parties and the Union, the Federal Council will vote on the new tool box against the fourth corona wave on Friday.
The Union had originally indicated a blockade: Without the countries with the CDU and CSU in government, there would be no majority in the Bundesrat.
After a federal-state round on Thursday, however, a compromise emerged: It was agreed that the law introduced by the SPD, Greens and FDP should be evaluated in three weeks and, if necessary, improved.
This includes, among other things, 3G specifications in the workplace as well as in buses and trains.
In this case, proof of vaccination, recovery or negative test would be necessary.
For nursing homes and clinics, test obligations are provided for employees and visitors.
On the other hand, however, schools or shops should no longer be possible in the future.
Union: New regulations restrict countries too much
The Union considers that to be risky. The new "instrument box" restricts the possibilities of the states too much, criticized the Prime Minister of North Rhine-Westphalia, Hendrik Wüst (CDU). It could not be that the more extensive closure of the catering trade is no longer possible. In addition, the current legal basis for corona requirements, the "epidemic situation of national scope", should not simply expire.
This state of emergency has so far given the state governments the opportunity to take far-reaching steps by means of a simple ordinance.
According to the will of the traffic light parliamentary groups, the state parliaments are to decide on restrictions in the leisure, cultural or sports sectors in the future.
Stricter restrictions such as exit restrictions, general business or school closings and travel bans should be excluded.
It should be enough for a decision
In the evening Wüst announced that NRW would approve the reform despite the concerns in the Federal Council.
Bavaria, Baden-Württemberg, Saxony and Schleswig-Holstein also want to say yes.
Their votes should be enough for a resolution - if the SPD-led countries vote as expected.
In the ZDF “heute journal”, Wüst referred to the agreed evaluation of the measures - it enables Union-led countries to give their consent.
Should the law, contrary to expectations, be blocked in the Bundesrat, a mediation committee of the Bundesrat and the Bundestag could still seek a compromise.
But time is of the essence: The previous legal basis for the Corona requirements will expire on November 25th.
Greens are promoting approval
Green parliamentary group leader Katrin Göring-Eckardt therefore urged approval. “The drama is considerable. We are in an emergency situation. Especially in hospitals. We have to react to that, ”she told the German press agency. "Party-political differences must take second place."
Regardless of the vote in the Federal Council, there are other restrictions, especially for those who have not been vaccinated.
Wherever a certain number of corona patients are admitted to hospital, they should not have access to leisure events, restaurants and hotels in the future.
In these countries, 2G should apply, i.e. participation only for vaccinated and convalescent people - some federal states already have such rules.
The federal states also asked the federal government to introduce compulsory vaccinations in certain facilities such as hospitals and nursing homes for everyone who has contact with people who are particularly at risk.
The controls of vaccination and test records are also to be tightened.
