In addition, Huang also suggested setting up a "vaccine passport" as soon as possible, requiring citizens to be vaccinated before they can enter and leave government facilities, catering establishments and public places.
In terms of other anti-epidemic measures, the quarantine requirements for airports, passenger and cargo aircraft crews, and even sea and air cargo should be tightened, including cancellation of quarantine exemption arrangements and increasing the frequency of inspections, so as to reduce the risk of community outbreaks caused by people exempted from quarantine.
Huang Ziqian mentioned that Chen Zhenbin suggested that the opinions of all parties should be handled carefully, and a balance between the two parties and a plan that everyone is satisfied should be found.
Hong Jin-hyun’s and Huang’s views on the re-launch of the rental purchase plan are very similar. They believe that Singapore’s "HDB housing policy" can be referred to in the long-term implementation of a home-ownership-led public housing policy to subsidize the increase in the rate of home ownership by the public. "It means selecting suitable areas and re-launching a rental purchase plan in which public housing units can be rented or bought; "Housing and not speculating" means completely separating public housing purchases from the private market.
