Merkur.de is now the resolution proposal of the federal states with Chancellor Merkel.

And she has the talent.

It is about numerous regulations from gastronomy to sport and culture.

Update from November 18, 3:05 p.m.:

Even before the Corona summit with Angela Merkel and the state premiers, there will probably be a transnational agreement on when which rules will apply nationwide in restaurants, hotels, hairdressers and events.

The corresponding

proposal

for a

resolution is available to

Merkur.de

.

The Prime Ministers therefore agreed that the introduction of the 2G rule should be linked to the hospitalization rate.

In the future, 2G should apply from a value of 3.0.

Leisure events, cultural events, sporting events, dining facilities, indoor events as well as body-hugging services and accommodation are affected.

According to the report, there will be a tightening especially in bars and discos from a hospitalization rate of 6.0. Then vaccinated and convalescent people also have to present a negative test, the so-called 2G-Plus rule. The hospitalization rate indicates the number of hospital admissions per 100,000 inhabitants. Nationwide, the rate is currently 5.3. From a hospitalization rate of 9.0 further measures should take effect, then contact restrictions for unvaccinated people could also apply.

In addition, with a view to the particularly vulnerable groups, the MPK wants to introduce compulsory vaccinations for "members of the healing and nursing professions and all employees in hospitals and facilities for the disabled" according to the proposed resolution.

They are obliged to “get vaccinated against the coronavirus.” This should be implemented as soon as possible.

In addition, it will be introduced in old people's and nursing homes that in future employees and visitors will have to present a daily negative test that is not older than 24 hours.

Corona summit: draft resolution leaked!

This is in the Merkel-Söder plan on lockdown, 2G and children

First report from November 17:

Munich / Berlin - The day before the eagerly anticipated Corona summit between the federal and state governments on Thursday (November 18) there is a heavy bang between Berlin, Düsseldorf and Munich.

The new NRW Prime Minister Hendrik Wüst (CDU) attacked the Corona plans of the "traffic light" from the SPD, Greens and FDP violently.

Own draft resolution: CDU and CSU put a lot of pressure on "traffic lights" before the Corona summit

He described the plans of the government alliance sought by SPD Chancellor candidate Olaf Scholz (SPD) as simply inadequate.

The Executive Chancellor Angela Merkel (CDU) also vigorously intervened in the debate on Wednesday and called on the Bund-Länder round to think about measures that went beyond the 2G rule.

But that's not all: A highly explosive and contested corona summit is on the horizon.

The parliamentary groups of the SPD, Greens and FDP had sharpened their draft law again.

The federal states should be able to impose contact restrictions and, for example, have the option of limiting the number of guests in restaurants and spectators at sporting events - despite 2G.

But that's not enough for the Union.

These days, the sisters from the CDU and Bavarian CSU are suggesting how they apparently want to interpret their opposition work - offensively and, if necessary, designed for confrontation.

On Wednesday evening,

BILD

first reported

on one of its draft resolutions for the deliberations on the planned Corona law in the German Bundestag, in the Bundesrat and at the federal-state summit.

And this template has it all.

2G is to be applied uniformly and nationwide.

Partial lockdowns should be possible regionally depending on the infection rate.

And even economic aid should take effect again in the event of possible closings.

According to the draft resolution that Merkur.de has received, the following points and measures are at stake:

Corona draft resolution from the CDU / CSU: An overview of the tough rules of the Union

  • 2G rule: Consistent and comprehensive for unvaccinated people.

According to the draft resolution: "The federal states will therefore, if they have not already done so, access to leisure events and facilities, cultural events and facilities, sporting events and exercises and other events - especially indoors -, dining facilities, body-friendly services and Restrict accommodation to vaccinated and convalescent people (comprehensive 2G regulation) in order to break the infection dynamics. "

  • Partial lockdown for hotspots:

The federal states should "make consistent use of the further possibilities of the Infection Protection Act in the event of a particularly high infection rate (...)," the paper continues.

That would mean: contact restrictions or even closings in certain areas.

  • Schools and daycare centers:

The children should be tested regularly for the coronavirus using PCR tests.

The CDU and CSU do not mention possible school closings.

Schools and daycare centers should definitely remain in operation and be given priority.

  • Home office obligation:

It must be possible to work at home, wherever and whenever possible.

Exceptions are, for example, the manufacturing industry or the handicrafts, if services cannot be provided at home.

  • 3G in buses, trains and trams:

The 3G rule is to be introduced in public transport.

Means: In addition to the usual ticket, inspectors would also have to check the passengers' corona evidence.

  • 2G plus in discos, clubs and bars:

If you want to go to a discotheque, club or bar, you must submit a negative test in addition to proof of a (booster) vaccination against Corona or proof of recovery from the virus.

  • Economic aid:

Are these harbingers of imminent closings?

"The federal government will extend the bridging aid III Plus (including the restart aid) beyond December 31, 2021 by three months until March 31, 2022 in order to mitigate the economic consequences of the pandemic," is quoted from the draft resolution.

Corona resolution proposal from CDU / CSU: carer bonuses and high penalties for violations

Employees in care professions should also receive a bonus again as “recognition of their commitment in the currently very challenging situation”.

Furthermore, the so-called citizen tests are to be offered again free of charge, paid for by the federal government.

With a view to any corona violations, however, the fines are to be increased significantly.
