Corona rules in Germany: The hospitalization rate is the new benchmark
The new benchmark is therefore the so-called hospitalization rate, which measures how many people have to be hospitalized because of an infection with the insidious coronavirus.

Threshold 6:
The 2G plus rule applies.
Only those who have been vaccinated and those who have recovered with a current negative corona test are allowed access to places with a particularly high risk of infection - for example in "discos, clubs and bars".
Threshold 9:
According to Merkel, from the value nine “the entire range of possibilities must be used”.
This includes contact restrictions and "various restrictions".
Lockdowns for everyone:
There will no longer be nationwide.
From the threshold value 9, however, federal states can issue contact restrictions and define these themselves.
Schools and daycare centers:
They should definitely remain open and in operation in order to relieve the parents and not further burden the children in the pandemic.
The federal states undertake to implement a “regular and child-friendly” test strategy.
According to the Infection Protection Act, this means: two tests per week for students and teachers.
Workplace
: A strict 3G rule generally applies - regardless of the threshold value.
Unvaccinated people have to show a new negative corona test every day.
Companies are required to check the vaccination certificates of their employees and to enable them to work from home whenever possible.
Local public transport and domestic flights
: The 3G regulation will also apply here from now on.
Passengers must have their Corona proof ready, unvaccinated people must carry a negative test with them, for example in the subway or on the bus.
Gastronomy
: 2G applies from threshold value 3, from threshold value 6 2Gplus applies in places with a particularly high risk of infection - for example in "discos, clubs and bars".
Means: Even vaccinated and convalescent people have to show a negative test.
Complete closings of restaurants - as at earlier times of the pandemic - are not planned.
Compulsory vaccination for nursing professions
: The federal states called on the federal government "as soon as possible" to issue a mandatory vaccination for employees in hospitals, old people's and nursing homes and mobile care services.
At the same time, there should be a care bonus - a one-time tax-free payment of up to 1,000 euros for employees in the care of the elderly.
Retirement and nursing homes
: The Prime Ministers declare: "It is necessary that all employees and all visitors to these facilities throughout Germany present a negative test certificate that is no older than 24 hours."
Economic aid:
In the resolution paper of the Bund-Länder-Round it says: “The Federal Government will extend the bridging aid III Plus (including the restart aid) and regulations on short-time work by three months until March 31, 2022.
Together with the federal states, it will develop further measures to support the Advent and Christmas markets that are particularly affected by corona protective measures. "

Whether the measures and new corona rules have an effect on the infection process should be assessed in the next federal-state round on December 9th at the latest.
Then the Prime Ministers will meet again with the Federal Government - possibly with a new Federal Chancellor Olaf Scholz.
