The general election of the Legislative Council was held on December 19. The Democratic Party, which has not sent members to run for the election, received several "non-establishment" candidates for their support earlier.

The Democratic Party yesterday (19th) sent a questionnaire to candidates seeking support from the party or individual party members.

Pan Zhuohong from the east of Hong Kong Island, Liu Zhuoyu from the southwest of the New Territories and Di Zhiyuan from the social welfare sector confirmed that they received the questionnaire.

The questionnaire has 9 open-ended questions. The more sensitive one asks candidates to answer whether Article 23 should be enacted before the Legislative Council is elected by universal suffrage.

Lau Cheuk Yu, who is a member of the Tsuen Wan District Council, reiterated his political stance. He has never changed since entering politics in 2019, but he refused to explain his position clearly under questioning.

Looking at the information, the Tsuen Wan District Council passed a large number of votes in April last year, "Before Hong Kong implements real universal suffrage, it opposes the passage of Article 23 of the Basic Law in any way."

Afterwards, Liu posted a post on social networking sites, criticizing all officials for leaving the meeting during the voting, thinking that it was the government's self-humiliation.

"Hong Kong 01" asked whether he voted for or against it at the time, but he only responded by saying "I can't remember."

However, Chen Jianqin, a member of the democratic party in the district at the time, confirmed that Liu raised his hands and voted in favor on the same day.

The Democrats say that if a candidate is vague about the issue, "it is too difficult to be overwhelmed."

The questionnaire requires a position on political and people’s livelihood issues

It is understood that the questionnaire is 6 pages long and requires candidates seeking support from the party to explain their political platforms, the organizations they have joined and currently belong to, and the nomination of election committee members. The core part is to express their positions on 9 issues, including whether they support it. Open nomination to implement the general election of the chief executive, whether the police power is too large, and the views on the anti-amendment legislation, so that the position on current affairs issues such as tomorrow's Lantau, fake news, Ding Power, and restrictions on gatherings.

The Democratic Party is allowed to reply within 7 days, and if the reply is overdue, it will be regarded as a waiver. After receiving the reply, the Central Committee will hold a special meeting to discuss whether party members are allowed to support individual candidates with a simple majority vote.

23 positions cross the red line at any time, no one has a clear position

One of the issues involved Article 23 legislation. Li Jiachao, chairman of the Candidate Qualification Review Committee and Chief Secretary for Administration, received an interview with Hong Kong and Taiwan earlier, saying that in the past, some congressmen asked the government to guarantee that Article 23 would not be enacted during their term of office. They believed that the remarks clearly violated the Basic Law. It is not an example of sincere support for the Basic Law and allegiance to the SAR.

It is reported that the Democratic Party’s questionnaire clearly asks whether Article 23 should be enacted before the Legislative Council is formed by universal suffrage, so that candidates seeking support will be in a difficult situation.

"Hong Kong 01" asked several "non-establishment factions" about this.

In response, Pan Zhuohong pointed out that the 23 legislation must be consulted by the public, and it depends on the content of the draft and public opinions to decide whether to support it. As for whether the legislation should be implemented after universal suffrage, he said that the Zhenghe team will study it.

Di Zhiyuan said that he would deal with it seriously. Since he is currently busy preparing for the election, he will hand it over to the party’s director-general, Chen Jiawei, for a reply.

Once opposed to the establishment of 23 articles before universal suffrage, Liu Zhuoyu said today that I don’t remember

Liu Zhuoyu stated that his position has not changed since his participation in politics in 2019 on the 23 articles of legislation and the general election of the chief executive.

However, as to whether Article 23 must be enacted after the general election of the parliament, he, like Pan and Di, refused to answer directly.

However, Liu Zhuoyu's Tsuen Wan District Council passed 23 Articles in any form in April last year under the leadership of the democratic camp.

Under questioning, Liu said that he did not remember whether he voted for or against it at that time.

Checking the information, the motion caused controversy between the District Council and the Home Affairs Office. The Commissioner of the Home Affairs Office was opposed to discussing the relevant motion and the cheerleader left. The meeting minutes and audio recordings did not contain voting information.

According to the report, the motion was passed by a large number at the end of the meeting. One of the movers, the then-democratic district councillor, Chen Jianqin, deliberately checked the photos to verify that the entire democratic camp at that time, including Liu Zhuoyu, passed the resolution unanimously. For different issues of the Federation of Trade Unions and the Rural School, we all made the same decision."

On the day when the resolution was passed, Lau Cheuk Yu also posted on social networking sites to criticize the departure of the Home Affairs Office cheering team, saying that the practice was unrighteous and described as "the Lam Cheng government ignored the elected members and ignored the rules."

Democrats: Vague remarks are hard to pass away

The Democrats said that the Central Committee will examine the positions of the relevant candidates, and "it is acceptable if you don't deviate too far from the Democratic Party." The party has always believed that a comprehensive general election is a social environment that is conducive to Article 23 legislation.

The person said that the party has "half and a half of the green light to support the relevant candidates, and they are very tight." However, if many answers are ambiguous, they must have reservations.

He said that there are always concerns in the party that if relevant people are really elected, "it is like being blessed by the Democratic Party". It is not ruled out that the Central Committee "votes against all points"; there are also people who express support and feel that "if there is no difference in ideas It's too far, you shouldn't stop it."

The person stated that a mechanism for outsiders to seek support from the Democratic Party has always existed in the past. For example, former party member Fan Guowei's 2018 New Territories East by-election was also supported by the Democratic Party through this mechanism.

However, he emphasized that even if it is passed, the whole party will not be used to support the election. The relevant parties must fight for individual party members to support the election. "Passing is only a green light."

Local people questioned Liu Zhuoyu's vague position

Some people in the area mentioned Liu Zhuoyu in particular, and felt ridiculous about his reply. "Quan all the way is so vague." They pointed out that Liu joined the democratic organization "Quan Min Discussing Politics" during the legislative amendment, and withdrew shortly after being elected, describing him as playing The banner of the pro-democracy faction is, "This time the election is revealed."

Di Zhiyuan said that he mainly sought the support of Li Huaming, a former legislator of the Democratic Party, rather than the support of the entire Democratic Party. He also said that he has not sought the support of other democrats for the time being, "maybe the next step."

Choi Ming-hei from the southeastern New Territories and Tan Heung-man from Kowloon Central did not respond to enquiries.
