ANALYSIS - The dilution of responsibilities remains one of the cultural traits that characterize public life in France.


On September 22, 1900, anniversary of the proclamation of the Republic, in 1792, a gigantic banquet brought together 22,000 mayors in Paris in the Tuileries Garden at the invitation of the then President of the Republic, Émile Loubet, and the President of the Council, Waldeck-Rousseau, on the occasion of the Universal Exhibition. This shows the extent to which the State maintains special relations with mayors in France.
