Berlin - Whether in the cinema or at events, in the catering trade, at the hairdresser's or in retail: Last Thursday, important groundwork for the fight against Corona in Germany was set at the federal-state meeting.

The prime ministers agreed on new restrictions due to the persistently high number of infections - the federal states are responsible for the specific implementation.

An overview shows where 2G (access only for vaccinated and convalescent) instead of 3G (vaccinated, convalescent and tested) applies:

Baden-Wuerttemberg

Unvaccinated people have been largely excluded from participating in public life since last Wednesday.

In the country, due to the worsening situation in the intensive care units, the so-called alert level applies - this applies if the value of 390 Covid patients in the intensive care units is reached or exceeded two days in a row.

The Corona regulation now provides for the 2G rule nationwide, for example in restaurants, museums, exhibitions and most other public events. Anyone who is not vaccinated and can only show one test is left out in the cinema, in the swimming pool or in the fitness studio, in adult education courses and music schools. There are exceptions, for example, for public transport and religious events. Even in retail, the 3G alert does not require a PCR test. Basic supply shops such as supermarkets and outdoor markets and pick-up and delivery offers are excluded.

Because the seven-day incidence has already risen to over 600 in several districts, the state government there issued a night-time exit restriction for unvaccinated people.

This step is also expected in wider circles.

A new corona regulation with further measures is also to be issued this week.

Bavaria

The hospital traffic light there is red - this means that only those who have been vaccinated and those who have recovered (2G) have access to restaurants, hotels and other accommodation providers. An alternative PCR test is no longer sufficient. 2G has been in effect in recreational facilities for a long time - there is an exception for children under the age of 12 for whom a vaccination has not yet been approved. For body-hugging services such as hairdressing, 3G plus still applies - unvaccinated people still have access, but only with a negative PCR test. For underage students who are regularly tested for Corona, there is an exception to 2G in restaurants, hotels and holiday apartments.

From Wednesday, however, even stricter rules will come into force in Bavaria: With the exception of retail, the 2G rule should apply everywhere, also for body-friendly services such as hairdressers, in universities as well as music and driving schools.

In addition, only a maximum of five people from two households are allowed to meet - children under 12 and those who have been vaccinated are not counted.

In addition, the 2G-plus rule applies - i.e. access for vaccinated and convalescents only with a test.

This applies to theaters, operas, stadiums as well as in leisure facilities and at trade fairs.

Berlin

Extensive 2G rules apply in the capital.

Only those who have been vaccinated and those who have recovered have access to restaurants, cinemas, theaters, museums or galleries, for example; a negative test is no longer enough.

This also applies to leisure facilities such as saunas and thermal baths or amusement facilities such as amusement arcades, as well as closed rooms in amusement parks or in the Berlin zoo as well as in the zoo.

2G also applies to visits to the hairdresser.

This does not apply to people who have not yet reached the age of 18.

A proven negative corona test is still sufficient for them.

This Tuesday, the Senate wants to discuss 2G-plus rules.

Brandenburg

The 2G rule has been in effect in restaurants, hotels, cinemas, theaters, discos, clubs, festivals and leisure pools in Brandenburg since November 15.

Exceptions are under 12-year-olds, under 18-year-olds with a negative test are admitted.

The cabinet will decide on stricter rules on Tuesday (November 23): The discussion is on contact restrictions for unvaccinated people and an extension of the 2G rule to retailers without everyday needs such as supermarkets.

Bremen

The lowest warning level 0 has been in effect in the city of Bremen since the end of October. This means that the 3G rule is no longer applicable indoors.

The 2G rule is an option for higher warning levels.

Restaurants, theaters, clubs or even music schools and sports facilities may use them.

Hamburg

Stricter 2G rules have been in force in the Hanseatic city since last Saturday.

After that, only those who have been vaccinated and those who have recovered have access to certain areas such as restaurants, bars and clubs.

The same applies to indoor sports, to recreational choirs and orchestras, as well as services that are close to the body - as long as it does not involve hairdressers, foot care and medical treatments.

Visits under 3G conditions are still possible there.

There will be no tightening in retail for the time being.

In August, Hamburg was the first federal state to introduce a 2G option model for public facilities.

Since then, their operators have been able to choose freely between 2G and 3G.

Hesse

Those who have not been vaccinated or recovered are currently required to present an up-to-date PCR test in order to participate in 3G events or when entering many 3G facilities. Organizers also have the option of only admitting those who have been vaccinated and tested. 3G rules now also apply to companies with employees who have contact with external customers at work. According to the new requirements, a maximum of ten percent of the visitors will be allowed to be tested at 3G major events with more than 5000 participants. The rest must either be vaccinated or have recovered.

From the middle of the week, the country tightened its measures. Then a uniform mask requirement also applies to the seats in schools and universities. This also applies to overnight accommodation, at events, in cinemas, theaters and in corresponding workplace situations. In the catering trade, the mask can still be removed from seats. All employees and visitors to hospitals, old people's and nursing homes and doctors' surgeries must either be vaccinated or have recovered or provide evidence of a negative rapid test that is not more than 24 hours old. In future, access to the workplace will only be allowed to employees with 3G status. 2G with mask and distance applies in the interiors of leisure facilities, sports facilities, cultural sites, restaurants, casinos and amusement arcades.2G plus is used in the interiors of discotheques and prostitution facilities.

Mecklenburg-Western Pomerania

The 2G rule applies to cities and districts that reach the third of four warning levels ("orange") on the state's own Corona warning light.

This is already the case in several counties.

Children under the age of 12 are exempt from 2G;

for 12 to 17 year olds this applies until the end of the year.

7 to 17-year-olds have to submit a daily test.

A 2G option model has been in effect for some time in pubs, restaurants and at events: If only vaccinated and genesis patients have access, many protective measures may be omitted, in cinemas, however, the 3G rule always applies, unless the region is orange.

Following the recent federal-state resolutions, implementation at state level and thus any changes to the rules were still pending.

Lower Saxony

The option for 2G still applies in many areas - for example for restaurants, culture or larger events.

In addition, a revised Corona ordinance applies, according to which 2G is mandatory for events with more than 1000 people indoors and in indoor catering from lower warning levels.

With a new regulation, the individual warning levels will take effect even faster from Wednesday.

And the higher the warning level, the more 2G becomes the norm.

This applies, for example, to events with between 25 and 1,000 participants, hotels, sports and body-friendly services.

In the catering industry, the draft states that 3G should only apply in regions with warning level zero.

At higher levels, 2G or 2G plus current test (2G +) are provided.

The state government wants to present details on Tuesday.

North Rhine-Westphalia

The 3G rule generally applies here in hospitals, museums or indoor catering. The 3G plus rule is mandatory for discos or indoor parties with dancing. If you have not been vaccinated or have not recovered, you must have a PCR test or a rapid test, whereby the rapid test must not be more than six hours old. If you want to go to the hairdresser or the pub with a PCR test, it can only be 24 hours old, previously it was 48 hours. The municipalities are also allowed to introduce stricter measures.

Many have already imposed 2G rules for their Christmas markets.

In the future, access restrictions are also to be introduced in the leisure sector for adults who have not been vaccinated or have recovered.

This was announced by Prime Minister Hendrik Wüst (CDU) on Tuesday after a cabinet meeting in Düsseldorf.

In particularly sensitive areas, 2G plus should even apply - i.e. current tests also for vaccinated and convalescent people.

This applies, among other things, to carnival sessions, said Wüst.

Rhineland-Palatinate

The state has been relying on the so-called 2G plus regulation for a long time. Accordingly, the number of approved, unvaccinated people is limited and will be further reduced if, for example, the seven-day incidence or sickness occupancy exceeds certain thresholds. In indoor catering, for example, there is no longer a requirement to wear a mask or a distance requirement if no more than 25 unvaccinated people are present.

From this Wednesday on, public life in Rhineland-Palatinate will be further restricted, especially for unvaccinated people, in accordance with the new nationwide requirements.

The 2G rule then generally applies to adults indoors.

The retail trade is excluded from the 2G rule for indoor spaces that will apply from Wednesday.

Children under the age of 12 do not fall under this rule.

3G applies to children and adolescents between 12 and 17 years of age, so access also for those who have been tested.

In addition to the school tests, this can include a self-test before exercise.

Saarland

In Saarland since November 20.

Generally only those who have been vaccinated or recovered are admitted for interiors such as gastronomy, leisure and cultural facilities as well as events and hotel accommodation.

The 2G rule also applies to visits by hairdressers or physiotherapists, for example.

For visits to old people's and nursing homes as well as discos and clubs, vaccinated and convalescent people must also provide evidence of a negative rapid test.

At Christmas markets, organizers can choose between the 3G rule - only vaccinated, convalescent or tested with proof - or a mask requirement.

Saxony

In Saxony, a partial lockdown has been in effect for large parts of public life since Monday.

Saxony-Anhalt

In the country, the 3G rule should be implemented consistently or the organizers should rely on the 2G option themselves. The state government justifies its approach with the fact that it is still unclear what will apply after the "epidemic emergency of national scope", which is planned for the end of November, has expired.

Schleswig-Holstein: Unvaccinated people are no longer allowed to visit the interiors of leisure facilities and restaurants. Children up to and including seven years of age and underage students who are regularly tested in school are excluded. The basic principle is: For leisure events, 2G applies indoors, for professional events and for young people 3G. 2G applies to discos, services with physical contact (except for hairdressers and medical and nursing services), indoor sports, extracurricular educational offers, tourist overnight stays in hotels and closed rooms at Christmas markets. Students have to put on a mask again in class. Authorities can, for example, make mask compulsory for pedestrian zones and main shopping areas.Private meetings within closed rooms are only permitted with up to ten unvaccinated people. Children under the age of 14 are also excluded.

Thuringia

In Thuringia, the municipalities should introduce a 2G or 3G plus model in the highest corona warning level three.

However, a number of districts and cities did not implement this for a long time.

On Tuesday, the country decided to introduce a 2G obligation for large parts of public life.

According to this, access should only be granted to those who have been vaccinated and recovered in restaurants, hotels and events.

A negative corona test is then often no longer sufficient.

The 2G obligation applies above all to guests, customers and visitors, but not to employees.

In addition, exceptions were planned for children and young people.
