80% of the cases opened for sexual offenses were closed in the State Attorney's Office without an indictment - according to data from the Association of Centers for Assistance to Victims and Victims of Sexual Assault published today (Monday).

Also, 97% of the appeals filed against the case closure were denied.



The report shows that the police are reporting a decrease in the number of complaints of sexual offenses against minors.

Aid organizations are concerned about this figure in relation to the year that was characterized by closures - and fear that the decline does not indicate less vulnerability, but rather the difficulty of the systems in locating them.

Despite the few complaints, about 30% of the cases are transferred from the police to the State Attorney's Office with an outrageous recommendation for a quick genizah.

On the other hand, an encouraging figure seen in the report after the law extended the statute of limitations on sexual assault, it reported a 7-fold increase in the number of cases filed during the statute of limitations extension period.

The report, which will be submitted to the Knesset in a special discussion by the Committee for the Advancement of Women and Gender Equality, shows that fewer cases were opened in the DIP - but only 24% of them were investigated, compared to an average of 42% in the past. Cases were referred to disciplinary proceedings, with the Labor Court reporting that 72% of sexual harassment claims were upheld and only 15% dismissed, according to the Civil Service Commission. In the IDF, there has been a 105% increase in requests for sexual assault in the last five years.

The data show that 89% of all referrals reported injuries to women, and 11% dealt with injuries to men. 57% of applicants were harmed as minors. There was also an increase in inquiries about harm to young adults, with 23% of the inquiries dealing with harm between the ages of 25-19, compared with less than 20% in previous years. About 33% of the referrals dealt with an injury that occurred between the ages of 13 and 18. The highest rate of referrals pertains to youth harm.



Of all ages, 89% of assaults were committed by a person known to the victims. 32% were harmed by family members, and another 13% were harmed by past or present spouses. 25% of the victims are friends, neighbors or acquaintances of the victim. 53% of the injuries occurred in the residence of the victim, the offender or cohabitation - compared to 47% in 2018 and about 40% in the years 2016-2018. Only 11% of the offenders were unaware of the victim. In 8% of cases, the offender is a stranger, while in 3% of cases, the offender is a service provider. 77 inquiries dealt with an injury committed through a rape drug. This, in relation to only one conviction that year.



Out of referrals for harm to children up to the age of 12, 72% of the injuries occurred in the home of the victim, the offender or cohabitation, and 10% of the injuries occurred in the education system.

In 69% of child abuse reports, the offender is a family member, in only 6% of cases is the offender a stranger.

In an additional 2% - the offender is a service provider.


The division according to the type of injury shows that 26% of the injuries are incest within the family, of which 5% are incest between siblings and 11% of a parent.

37% of the vulnerabilities are of rape or attempted rape, 3% of gang sexual assault, 19% of sexual harassment and 4% of vulnerability of posting pictures or information.

The chairwoman of the Committee for the Advancement of Women and Gender Equality, MK Aida Toma-Suleiman, said that "the data show that the epidemic of sexual assaults is still one of the biggest challenges we face as a society. "No one - men and women, children and adults, young and old."

Women and people who have been harmed today know more and more that sexual violence is illegal and illegitimate in every context. This is an important development and this awareness needs to be further strengthened. The director of the Association of Centers for Assistance to Victims and Victims of Sexual Assault, Orit Soliciano, said that the report reveals the "gap between the welcome change that has taken place in public discourse in recent years and the state's continued inability to address the issue of sexual violence.
