In practice, in most places it is customary to have Shabbat about twenty minutes before sunset, which is also the time of lighting the Chanukah candles (and then also the time of lighting the Shabbat candles).
In Jerusalem, where it is customary to have Shabbat forty minutes before sunset, there are those who receive Chanukah Shabbat as usual, and there are those who delay it as in the rest of the country, twenty minutes before sunset.
In any case, in order for the Hanukkah candles to be lit to light up to half an hour after the stars come out, to advertise the miracle, larger candles should be placed in the menorah for the sixth candle, or, if lit with olive oil, to fill the glasses with more oil than on other nights.
