"Special location"
The disaster declared in Bavaria is not decisive, as Raff emphasizes.
Because that is not specifically mentioned in the GO as a possible occasion for hybrid meetings.
Instead, the term “special locations” is rather vague.
And in the opinion of the mayor as well as the disaster control officer Andreas Lohde (CSU) and the digital policy officers Johanna Mellentin (Greens) and Florian Weber (The Party) have now occurred.
Mellentin and Weber also see trial runs in the current meetings to make the city council more inclusive in the future and, for example, to enable parents of children to participate in local politics from home.
The technical implementation
In the past ten to twelve days, the administration worked intensively on the technical implementation - which is not so easy with 40 city councilors, as administration director Roland Klehr reports.
After all, all participants must be visible at the meeting and the votes must be counted without errors.
The city will rely on the Webex application for this.
A few points still need to be clarified - especially since the sessions are also broadcast as a live stream.
The fact that eight city councilors have not agreed to be seen in the streams also makes the hybrid meetings “tricky”, as Klehr puts it.
The hybrid sessions take place in the city hall.
Spectators are allowed, the 3G rule applies due to the corona.
The chairperson must be present.
City council members can tune in online or participate in person.
