The Ministry of Electricity issued a decision that includes the executive instructions of Law No. 23 of 2021 regarding the creation of a fund to support the use of renewable energies and raise energy efficiency.

The instructions included the projects that benefit from the fund's support, the people who are entitled to provide and implement energy services, the mechanism for material and in-kind support, and the due fees to be collected for the fund, in addition to technical support from the National Center for Energy Research.

In a statement to SANA’s delegate, the Assistant Minister of Electricity for Energy Affairs, Eng. Nidal Qarmousha, explained that the law aims to support any consumer of energy carriers from the private sector, whether domestic, agricultural, industrial, commercial or service, who wants to establish a project to benefit from renewable energy sources or raise the efficiency of energy use, pointing to That the Fund provides a financial and in-kind contribution in the form of an interest-free loan or interest coverage for loans obtained by beneficiaries from approved banks.

Qarmousha indicated that the projects that benefit from the Fund's support are distributed to the domestic, agricultural, industrial and commercial sectors, pointing out that the loan is granted in the home sector for those wishing to apply thermal insulation in new and existing buildings and to install a home solar heater and a photovoltaic system or electric wind turbine and in the agricultural sector for those wishing to generate the energy needed for self-consumption By using one of the sources of renewable energies and pumping water or to set up vital digesters using plant or animal waste in rural areas. In the industrial sector, the loan is granted to industrial projects that will be established in addition to the production of fuel needed for the activity of the industrial facility from non-traditional sources.

In the commercial sector, the loan is granted to secure the sector’s need for energy carriers or to implement projects related to the availability of energy carriers and raising the efficiency of their use based on energy audit studies.

Qarmousha pointed out that in order to obtain a form of support from the Fund, it is required that the technical studies and the economic feasibility of energy projects be either completed by the National Center for Energy Research or by companies or engineering offices licensed to engage in energy services work by the Engineers Syndicate, pointing out that the General Organization for Transmission and Distribution Electricity and its subsidiaries in the governorates provide technical and administrative support for the work of the Fund and its branches.

Qarmousha revealed that the ministry, in cooperation with the Ministries of Finance, Economy, Foreign Trade and the General Administration of Customs, is working on issuing a decree exempting renewable energy systems equipment from customs duties to be accessible to citizens, in addition to studying private sector projects to set controls for them. Syria to ensure its quality and conformity to international standards, pointing out that two special informants were approved, one in Damascus serving the southern region and the other at the border crossings in the coastal region to control the markets and ensure the existing equipment to contribute to the dissemination and distribution of the use of energies in various sectors.

It is noteworthy that Law No. 23 of 2021 establishing a fund to support the use of renewable energies and raise energy efficiency was issued on the 19th of last month.
