District

- Good news for the district councilors brought district treasurer Markus Kasper to the finance committee on Monday.

The record for this year's allocation power is even better than initially expected: 1.346 billion euros are gushing into the tax coffers.

This would result in a district levy of 646.41 million if the assessment rate were to remain constant at 48 percent.

But that's exactly what the district councils are discussing, after all, the SPD parliamentary group has applied for a reduction in the district levy so that the municipalities have to pay less money to the district.

It is also planned in Starnberg, for example, where the district levy is to be reduced by 0.4 percentage points.

"We'll see if that's enough"

One reason for the positive tax power in the district is the corona compensation of 83 million, with which the federal and state governments will replace the municipalities' shortfall in income in the trade tax in 2020, which will be noticeable in the district in 2022.

The current announcement by the Free State is also encouraging: Bavaria wants to support the municipalities again with Corona aid in 2021 and offset 50 percent of the trade tax shortfall.

The Free State is providing 330 million euros.

“We'll see if that's enough,” said district treasurer Kasper, because in 2020 the municipalities had a shortfall in income of 660 million.

The credit line has also been expanded in the current draft budget: The district is expected to take out loans of 127 million for its extensive tasks in mobility, climate protection and schools.

"The municipalities cannot rely on money coming in."

"Nice numbers", said Dietmar Gruchmann (SPD) laconically - but the situation is different for the municipalities: "The district definitely gets its money, but the municipalities are on black ice." After the fourth corona wave, maybe come the fifth and sixth.

“The municipalities cannot rely on money coming in.” He calls for an “act of solidarity”, the district should accommodate the municipalities, as they can count on additional income themselves.

Like the Greens, however, the Free Voters are sticking to the previous district levy.

Otto Bußjäger (FW) wiped the SPD initiative off the table: “We talked to our mayors”, a reduction of 0.5 percentage points would be a “placebo effect”, almost nothing would get stuck in the municipalities.

Helmut Horst (CSU) accused the SPD of not submitting a specific proposal.

Jolanta Wrobel (ÖDP) sees room for a reduction, but the district helps the municipalities with benefits in kind - for example with public transport - better.

District administrator Christoph Göbel (CSU) wants to relieve the municipalities "also by keeping the district levy stable", despite the major tasks.

The discussion will continue in the district committee and district council.
