New dog keeping regulation in Memmingen

Accordingly, so-called attack dogs must be leashed in all public facilities and on all public paths, streets and squares in the entire urban area in order to prevent dangers to life, health, property or public cleanliness.

The line must be tear-proof and must not exceed a length of two meters.

Only the regulation of the anti-slip collar or anti-slip harness, to which the leash must be tied and from which the dog cannot escape independently, has been added.



Animal must be controllable

The same applies to large dogs in the old town area, in designated pedestrian zones, traffic-calmed areas and on restricted-public paths in green spaces. Large dogs within the meaning of this regulation are adult dogs with a shoulder height of at least 50 centimeters. The person who leads a dog that must be on a leash must be able to control the animal at all times. Attack dogs and large dogs are to be kept away from children's playgrounds and their immediate vicinity; Carrying them on a leash is also not permitted.


There was still a discussion about the concept of “closer encroachment” of children's playgrounds.

Five dog lovers from the ranks of the city council called for a correction in the sense that paths that lead directly past children's playgrounds are exempted from the ban.

Thomas Schuhmaier, Legal Director and Head of the Department for Public Safety and Order, made it clear, however, that the statutory ordinance is clear on this point and that dog owners then have to use other routes.

The city council then approved the new ordinance, which will come into force the day after its announcement, with a clear majority against five votes.
