Update from November 24th, 3:58 p.m.:

A question in English also goes to Scholz - it's about the future foreign policy direction.

Germany has a responsibility to ensure that Europe “succeeds better”, explains the SPD candidate for chancellor.

The task is to contribute to a world in which collaboration is paramount.

Traffic light experiences the first small scandal: Scholz evades the cum-ex question

Update from November 24th, 3:55 p.m.: Of all things,

there is a kind of general

settlement

with Scholz from a Dutch journalist: He recalls the riots at a G20 summit under Scholz's mayor in Hamburg, but also the confusion over talks with the Warburg Bank Cum-ex scandal.

The Federal Chancellor-designate hides the second part of the question - and promises to do everything necessary to guarantee internal security in Germany.

Update from November 24th, 3:54 p.m.:

From

among

the journalists comes the question of the upcoming Minister of Health - Scholz does not give an answer: The SPD will take over the department, he lets us through, but first "check" possible variants.

Update from November 24th, 3:48 p.m.:

Now the time has come: Esken has the floor. The desired change not only needs a courageous government, everyone in the country needs courage, she emphasizes. “We are three partners with very different traditions and attitudes”, they are now also establishing a “new form of cooperation”, that is “an opportunity for political culture in Germany”.

Update from November 24th, 3:41 p.m.:

Esken is still not allowed to speak - her SPD co-chairman Norbert Walter-Borjans is on the train.

“We didn't want to merge, we wanted to form a coalition,” he explains.

Proposals for different instruments were not blocked, but complemented each other.

"It's all about investing, privately, but also publicly," says the outgoing head of the Social Democrats.

Together we could achieve a lot for small and medium incomes, even without tax cuts, for example through minimum wages, rent security or tax compliance.

Traffic light Foreign Minister Baerbock?

Greens want to revise Merkel's policy

Update from November 24th, 3:36 p.m.:

After the first round of traffic lights, there is also a small discrepancy: SPD leader Saskia Esken wants to take the floor, but is interrupted.

“Is that so?” Esken can be heard over the microphones - then Greens co-chair Annalena Baerbock speaks.

The topic of climate neutrality runs through all areas of the coalition agreement, she emphasizes.

The climate question needs a European answer, says Baerbock.

It also seems to promise a minor paradigm shift in foreign policy: it was decided to “return to an active European foreign policy”, based on diplomacy and dialogue and “guided by human rights and values”.

The Green is being treated as the new Foreign Minister.

As a further focus, Baerbock names a "cross-generational policy" that will also take the perspective of children into consideration - for example in the form of basic child benefits.

The traffic light also wants to emphasize changes in perspective and perspective more generally.

Traffic light coalition: Lindner praises Scholz 'qualities - Habeck justifies renouncing stricter climate targets

Update from November 24th, 3:28 p.m.:

The third party leader in the league, Christian Lindner, starts with a corona appeal: He calls for vaccinations and for restraint in contacts.

The federal government's crisis management will be optimized - but it will not be less consistent, says the Liberal.

"Decarbonisation of our lives, digitization of our lives, the aging of society" is what Lindner calls the greatest challenges apart from the pandemic. The SPD, Greens and FDP have not "hidden" their differences in recent years - but there is a common concern to "overcome the status quo". The conversations were nevertheless as controversial as they were discreet, and individual sentences had been negotiated for hours. The Greens and the SPD were "strong negotiators". But the FDP is also satisfied: there is now a “government of the center that is leading the country forward” - and a “coalition of complementary politics”.

Lindner emphasizes the financial solidity on the credit side of the Liberals. But they will also seek promises of promotion "in the best possible way with the social-liberal coalition of the 1970s". At the same time, Germany will remain a reliable partner internationally. “We got to know Olaf Scholz again during the negotiations,” continues the FDP leader. The new Chancellor is "a strong leader who has the experience and professionalism to give this country a good future". Scholz could represent more people than just the electorate of the SPD, Greens and FDP.

Update from November 24th, 3:22 p.m.:

Now it's Green Co-boss Robert Habeck's turn.

He too initially speaks about the corona situation in the country.

"We will take over the government in a time of crisis," emphasizes the Green.

One will "do everything possible to break the fourth wave".

At the core of the common "story" is the compatibility of climate protection and prosperity, says Habeck.

Instead of ever larger climate goals, concrete measures have been identified on how to achieve goals, the Green justifies the waiver of tightening the Merkel goals.

With the plans that have been drawn up, it is now even possible to go beyond the goal of a "65 percent reduction".

But they also want to reconcile the contrast between “protect and use” in agriculture.

"It was sometimes very exhausting," continues Habeck and addresses his co-negotiators one after the other by first name.

There were moments when new solutions became possible.

"Opposites can be overcome through a learning policy", concludes the Green - Habeck had spoken freely.

"Traffic light is on": Scholz promises "more progress" after coalition negotiations

Update from November 24th, 3:16 pm:

Then Scholz takes action: "My most important message is: The traffic light is on!" The three parties will now advertise for the confirmation of the plans.

"We are not concerned with a policy of the lowest common denominator, but rather with a policy of great impact," continues the Social Democrat: "We want to have more progress." It may be a previously jointly worked out statement - Scholz reads larger parts what has been said from the sheet.

As concrete plans, Scholz first emphasizes the minimum wage, basic child security and pension stability - in line with the party program.

Big climate investments have also been agreed and the debt brake will be adhered to, says Scholz.

The traffic light summarizes quick corona plans: the crisis team and expert group in the Chancellery are coming

Update from November 24th, 3:12 p.m.:

Chancellor-designate Olaf Scholz is the first to speak - but he does not start with the topic of the coalition that has now been resolved: “Corona has still not been defeated,” he says instead, “the situation is serious."

Scholz has specific announcements in his luggage: The new federal government will set up a permanent crisis team from the federal and state governments as well as a group of experts in the Chancellery - virologists, epidemiologists, psychologists and sociologists will report daily in the future.

The vaccinations are to be promoted with mobile teams, but also with Bundeswehr vaccination teams, doctors and pharmacists.

Scholz also announces a facility-related vaccination requirement - further steps (i.e. a general vaccination requirement) are to be “checked”.

Scholz had been accused in the past few days of diving into the Corona crisis.

On Tuesday evening, the traffic light met with Angela Merkel, who was still Chancellor, to discuss the pandemic situation.

Traffic light coalition: contract is in place, citizens' money is coming - PK with Scholz and Co. in brief

Update from November 24th, 3:10 p.m.:

For the time being, take a look at the coalition agreement: The regulations on the "citizens' money" of the successor regulation to Hartz IV were expected with great anticipation.

"In the first two years of receiving citizen benefits, we grant benefits without crediting the assets and recognize the appropriateness of the apartment," it says.

On the other hand, “duties to cooperate” should be adhered to.

Update from November 24th, 3:04 p.m.:

The traffic light PK has not started yet - unlike, for example, at corona peaks in the past, there can only be minor delays.

The majority of the protagonists have already arrived at the scene of the event, an old industrial hall.

Update from November 24, 2:55 p.m.:

The official press conference of the new traffic light coalition will begin shortly, the party leaders are already on their way to the podium in Berlin's Westhafen - we are accompanying the statements by the SPD, Greens and FDP here in the live ticker.

You can also follow a live stream from BR24 at this point.

The traffic light is up: Habeck and Lindner are given special roles - the entire contract is now public

Update from November 24th, 2:38 pm:

The traffic light coalition agreement is now apparently dry: The presumably final paper with the title "Dare to make more progress" - probably a reference to the SPD Chancellor Willy Brandt - is the

Munich Merkur

and

Merkur .de

in full length, it is 177 pages long.

Some surprises can be found in the section on migration. The traffic light parties want to "enable multiple citizenship and simplify the process of acquiring German citizenship". It goes on to say: "Children of foreign parents born in Germany become German citizens when they are born if one parent has been legally resident in Germany for five years." Members of the "guest worker generation" should also be able to acquire German citizenship more easily.

The SPD, the Greens and the FDP have now apparently finally agreed on an entry into the “partial funding of the statutory pension insurance”.

Private old-age provision is also to be reorganized.

However, the traffic light plan is limited to “checking” options: “For this purpose, we will examine the offer of a public fund with an effective and inexpensive offer with the option of opting out.

In addition, we will examine the legal recognition of private investment products with higher returns than Riester, ”says the paper.

The saver lump sum should increase to 1,000 euros.

Traffic light coalition: Grüner Habeck will probably be Scholz-Vice - Lindner will receive an extra candy for it

Update from November 24th, 2:17 p.m.: In

the struggle for ministerial posts, the FDP has apparently not only conquered the influential finance department - but also a second treat for party leader Christian Lindner: The liberal should become “minister with special powers”, as the

Süddeutsche Zeitung

reports .

The background is likely to be a dispute over the position of Vice Chancellor.

According to reports, Robert Habeck is to be given this position, which is also significant in terms of protocol, as was already targeted by the Greens.

With his special rank, Lindner would now be lifted out of the ranks of cabinet members.

Traffic light adds selfie: Klingbeil praises “good teamwork” with the Greens and FDP

Update from November 24th, 1:50 p.m.:

Happy faces among the traffic light general secretaries: A few hours before the announced presentation of the coalition agreement between the SPD, the Greens and the FDP, a traffic light selfie was published on Twitter.

SPD General Secretary Lars Klingbeil tweeted the photo on Wednesday afternoon, in which he, the Greens federal manager Michael Kellner and FDP General Secretary Volker Wissing smile into the camera.

Klingbeil wrote: “Selfie ban lifted.” He thanked Wissing and Kellner “for the good teamwork” and added: “It was fun!” Greens colleague Kellner retweeted the picture.

Selfie ban lifted.

Thank you @Wissing and @MiKellner for the good cooperation.

It was fun! 🚦 pic.twitter.com/B6fLfZgcKT

Traffic light coalition: First content public - and new speculations about Klingbeil

Update from November 24th, 1:35 pm: At

least a first summary of the traffic light coalition

paper may

now have been made public: The contract is entitled "Dare to make more progress - Alliance for freedom, justice and sustainability," reports the

Business Insider

portal

.

Some striking plans based on this information: 400,000 apartments are to be built, the rent increase is to be limited to eleven percent over three years. A dedicated “hydrogen economy”, a share pension and climate neutrality by 2045 are also planned. The research funds are to grow to 3.5 percent of the gross domestic product. New climate plans were already known (see update from 8:42 am) - according to

Business Insider,

however, there is also a "solar obligation" and an end for new combustion engine registrations from 2035. You can find an overview of traffic light plans that have already become public in this article .

The portal also has some new speculations in terms of cabinet positions: Allegedly, SPD politician Christine Lambrecht remains the favorite for the interior department;

Whether the designated SPD party leader Lars Klingbeil will switch to the cabinet is still open.

According to

Merkur.de,

Klingbeil could be

a candidate for the Ministry of Defense.

In the Green Party circles, in addition to Anton Hofreiter, Cem Özdemir is also traded as a candidate for ministerial.

The same applies to Katrin Göring-Eckardt.

Traffic light press conference is approaching: Scholz apparently fulfills great promises in the cabinet

Update from November 24th, 12.55 p.m.:

The content-related plans of the traffic light coalition presumably finalized in these minutes are apparently still firmly under lock and key - all the more there is now public speculation about the statics in Olaf Scholz's new cabinet.

Robert Habeck sees further reports not only in a new department for climate and economy, but also as Vice Chancellor.

The

Süddeutsche Zeitung also

reports that a promise has been kept: Scholz will actually provide a cabinet with equal representation.

The SPD will send three men and five women, the Greens two men and three women, the FDP three men and one woman.

This would mean that eight male and nine female ministers would head the departments.

This means that the ongoing puzzle game about the final ministerial details also receives new fodder.

With the Greens, for example, there would only be one vacancy for one man in addition to Robert Habeck - that could be Anton Hofreiter from Upper Bavaria.

The only FDP woman in the cabinet could be the Hessian Bettina Stark-Watzinger as Minister of Education.

The stubborn speculation about a Defense Minister Marie-Agnes Strack-Zimmermann had already been dampened: The department will probably go to the SPD.

Traffic light negotiations: the guesswork around ministries is picking up speed

Update from November 24th, 11.50 a.m.:

There is also news from other sources on the distribution of ministries: According to information from ARD journalist Moritz Rödle, the interior, labor, defense, health and development ministries go to the SPD.

The same applies - not surprisingly - to the Minister of the Chancellery.

The information largely coincides with previous reports.

The following division of departments could be the consequence, initially without official confirmation:

  • SPD-led ministries (6):

Federal Chancellery, Interior, Labor, Defense, Health, Development

  • Green-led ministries (5):

Economy & Climate, Foreign Affairs, Family, Environment, Agriculture

  • FDP-led ministries (4):

    finance, education, transport, justice

The

image

reports, meanwhile, that the open co-chief annalena baerbock be Secretary of State and to remain Hubertus Heil (SPD) Minister of Labor.

These personal details would not be a big surprise either.

Traffic light cabinet: First ministries including the Lindner coup fixed?

Update from November 24th, 11.12 a.m.:

The traffic light politicians arrived on time for the last round of negotiations near Berlin's Westhafen - in a remarkably uncomfortable setting.

Nevertheless, the SPD, Greens and FDP should feel like celebrating.

In the meantime, specific ministerial distributions have also been leaked, including a solid personnel statement.

So will

bild.de

have learned that FDP leader Christian Lindner actually takes over the Treasury.

The Greens should get a large Ministry of Economics and Climate for this.

This solution had been speculated for a long time.

The Ministry of the Interior, Defense and the recently unloved Ministry of Health could also go to the SPD.

According to this information, education and traffic go to the FDP, the Foreign Office to the Greens.

Above all, the assignment of the transport department would be surprising - until recently this position was associated with the Green Anton Hofreiter or Cem Özdemir.

+

Overall, according to the report, the Greens are to receive five departments, the FDP four and the SPD the remaining ministries including the Chancellery - five to six others, presumably.

However, none of these speculations have so far been officially documented.

Traffic light coalition agree?

Scholz is already saying goodbye to Merkel - the schedule for Wednesday is in place

Update from November 24th, 10:43 a.m.:

The schedule for the big day of the traffic light coalition is apparently: According to information from the

picture

, the SPD, Greens and FDP want to come together for a last round at 11 a.m.

The FDP leaders want to meet at 1 p.m. - so the final details should be in place by then.

The big press conference to present the coalition agreement will start at 3 p.m.

Meanwhile, there are already the first photos that symbolize the approaching transfer of power: At the cabinet meeting in the Federal Chancellery, the presumed new head of government Olaf Scholz presented the outgoing Chancellor Angela Merkel (CDU) with a bouquet of flowers - on the occasion of her presumed last round as head of the ministerial team.

Merkel also received a “premium class” gift from her ministers.

Traffic light coalition is (almost) established - but two parties do not want to publish a list of ministers yet

Update from November 24th, 10.30 a.m.:

In the afternoon (3 p.m.) the SPD, Greens and FDP want to present their traffic light coalition agreement.

Even then, however, there will be no clarity about the Scholz I cabinet for the time being: According to a media report, the cabinet list of the planned traffic light government should not be available until the beginning of December.

The SPD and FDP did not want to announce their respective government members until the party congresses on December 4th and 5th, respectively, reports the

Rheinische Post

, citing party circles.

At the dates, the two parties want to evaluate the coalition agreement with the Greens.

The Greens have a different schedule.

Since they let the base decide on the coalition agreement and the agreed division of responsibilities in a member survey and need more time for this, they also want to announce the names of their ministers this Thursday (

see previous update

).

Otherwise it is only clear that Olaf Scholz (SPD) will become Federal Chancellor.

Traffic light pre-operations well done: SPD, Greens, FDP present coalition agreement today

Update from November 24th, 9.42 a.m.:

The announcement of the agreement on a new traffic light coalition is only a matter of form: The Greens are already making concrete plans for the next step - the confirmation by the party members.

According to the party, the Greens members will be in a digital ballot from this Thursday on the coalition agreement negotiated with the SPD and FDP. According to the party, the 125,000 members should also decide on the Green personnel table, such as the appointment of ministerial posts - "for the first time in our party history," as Federal Managing Director Michael Kellner said of the dpa. According to the Greens, the strike vote should take ten days. In addition to digital voting, voting by letter should also be possible. A simple majority is necessary for the adoption of the coalition agreement and approval of the personnel board. There is no quorum.

Update from November 24th, 9:05 a.m.: The

SPD, Greens and FDP want to present their coalition agreement for a joint federal government on Wednesday.

The three parties unanimously invited to a press conference at 3 p.m. in Berlin.

Traffic light coalition: Greens with two major successes?

Agreements probably on climate, energy and transport

Update from November 24th, 8:42 a.m.:

The first further agreements from the probably final traffic light talks are now known: The SPD, Greens and FDP apparently want to put the Federal Transport Infrastructure Plan 2030, adopted in 2016, to the test from an ecological point of view and with the participation of environmental associations. Unnecessary projects or projects that are particularly damaging from an environmental point of view could be canceled, reported the newspapers of the editorial network in Germany, citing negotiating groups. With this point, the Greens would have prevailed.

The party may have achieved another success in terms of climate. The coalition agreement should make it clear that climate protection as a cross-cutting issue will run through all areas - from traffic to industry, construction and housing to agriculture, the party said to the dpa. After years of standstill, a “new dynamic” is being set in motion to bring Germany onto the 1.5-degree path.

According to the green negotiating groups, renewable energies from wind and sun are to be massively expanded in order to achieve a faster phase-out of coal - de facto for the year 2030. So far, climate-damaging coal-based power generation in Germany is to be ended by 2038 at the latest.

According to the green negotiating circles, the expansion of renewable energies should climb to a share of 80 percent in 2030.

This should succeed with faster planning and approval procedures and a solar obligation.

Two percent of the land area should be available for the expansion of wind energy on land, the capacities for wind energy at sea will be increased to at least 30 gigawatts by 2030.

In 2030, 50 percent of the heat is to be generated in a climate-neutral manner.

Traffic light apparently negotiates into the night - big news on Wednesday?

Update vom 24.

According to the report, the corona crisis increasingly came to the fore.

Then a surprising step: In the late afternoon, Olaf Scholz, Christian Lindner, Robert Habeck and Annalena Baerbock met Angela Merkel at short notice to talk about the current Corona situation.

The Chancellor criticized the rules in force in the Traffic Light Act on Monday.

After just under an hour, the traffic light head left the Chancellery and continued the coalition talks.

According to the report, the last points of contention in the coalition agreement should now be clarified.

This should be finished that night.

The contract should then be presented on Wednesday!

Erstmeldung vom 23.

If they are to keep this promise, the coalitionists will not have much time left to finalize their negotiations.

The Greens want to ask their members about the coalition agreement.

A party congress decides in the SPD.
