Thanks to the mediation of the German Embassy in Tunis, managing director Hans Kopp was able to recruit twelve trained nurses in addition to 20 trainees.

“We were hoping that they would start with us at the beginning of November.

But if things continue like this, it will be February or March before they finally have a visa and are allowed to enter, ”complains Kopp.


The nursing emergency is not yet acute at the AWO, but there are bottlenecks nationwide.

Kopp wants to take countermeasures in good time in the eleven AWO senior centers in Munich, Oberschleißheim and Neubiberg.


The recruited skilled workers have completed a three-year course in Tunisia with a bachelor's degree, but they have not found a suitable job in their home country.

There are also few prospects for the trainees.

“In Tunisia every second young person is unemployed,” reports Kopp, “at the same time Tunisia is a semi-democratic country and the people have a good image of women.

Recruitment is overloaded with too high demands

That is why the AWO dared to recruit outside the EU, which the federal government actually supports.

In July, the AWO concluded collective labor contracts with the Tunisian applicants.

ID cards, qualifications, job references and proof of German language skills were copied, translated and submitted to the Bavarian authorities with the assistance of the AWO.

The government of Middle Franconia in Nuremberg is now responsible for the accelerated recognition of vocational training.


Accelerated recruitment process: Implementation at state level is stuck

Federal Minister of Health Jens Spahn actually wanted to defuse the nursing emergency through the accelerated procedure in the summer of 2019.

But the implementation at the state level is apparently hitched: "The authorities check in advance with each individual applicant whether his qualification corresponds to the standard of Bavarian training," criticizes Kopp, "the workload is considerable with 500 to 1500 hours."

He fears that the Tunisians will wear down and jump off.

“I have nothing against administrative procedures, but the quality of the training can be better determined on site,” he suggests.

The AWO would like to first employ the Tunisians as nursing assistants, train them and - as soon as the content at the nursing school has been made up - employ them as nurses.

"In a situation as tense as the current one, you don't have to scrupulously double-check everything," says Kopp. "There is a high level of political interest in improving the nursing situation." Of course, it is also important to him that the exams are real , emphasizes Kopp, “but gaps in training can be better identified here in Germany.
