First traffic light minister probably fixed: key department for Baerbock, special roles for Habeck and Lindner

The traffic light is just before the destination.

But the imminent change of power will only become really tangible with the cabinet list.

Who could be on it?

Update from November 24th, 3:20 pm: In

the struggle for ministerial posts, the FDP has apparently not only conquered the influential finance department - but also a second treat for party leader Christian Lindner: The liberal should become "minister with special powers", as the

Süddeutsche Zeitung

reports .

The background is likely to be a dispute over the position of Vice Chancellor.

According to reports, Robert Habeck is to receive this position, which is also significant in terms of protocol.

With his special rank, Lindner would now be lifted out of the ranks of cabinet members.

Update from November 24th, 12.20 p.m.:

The coalition agreement of the three traffic light parties is to be presented today. But even with the big appearance of the SPD, Greens and FDP, ministerial questions will probably remain unanswered - at least the SPD and Liberals reportedly do not want to present their tableau until the party congresses in December. And yet more and more information about the division of responsibilities and some initial personal details is leaking through. In particular,

Bild

and ARD reported on Wednesday lunchtime about the cutting and filling of ministries in the Scholz I cabinet.

Much of the recent speculation and considerations (

see initial report below

) is still valid.

However, the picture is noticeably sharpening.

You can find an overview in the following table.

In all cases, with the exception of the Chancellor candidate Olaf Scholz (SPD), it was initially rumors spread from party circles - names in italics are still based purely on circumstantial evidence and speculation.

Including the Bavarian Anton Hofreiter (Greens).

  • Federal Chancellor:

    Olaf Scholz (SPD)

Ampel-Minister: Cabinet rumors are boiling - that could be Baerbock, Habeck and Lindner under Chancellor Scholz

First report:

Berlin / Munich - After 16 years under Chancellor Angela Merkel (CDU), it seems almost unreal - but Germany could soon get a brand new government.

For the first time since 2005 without the participation of the conservatives.

In any case, the traffic light negotiations have been finalized.

Ampel-Minister: Lists of names are circulating - but most of it is speculation

The real sticking point in the change of government are of course the substantive plans of the new coalition - and some of them are already broadly known.

For many people in the country, the dawn of a new era only becomes really tangible when you look at new faces in the cabinet.

And so speculations about the new cabinet of traffic lights these days are widespread.

The little catch: the most recently circulated lists are very likely forgeries.

On the one hand, the SPD, Greens and FDP have credibly stated that they have not yet distributed any posts.

On the other hand, there were also obvious errors in the ministerial tables: a parliamentary state secretary without a parliamentary mandate, for example.

The SPD and FDP do not want to present their ministers until the party congresses in December.

And so only wishes, proportionality considerations and ambitions can still be added up to form more or less probable tableaus.

But one could also say: “After all”.

An overview of the currently known evidence and information for the occupation of a possible cabinet "Scholz I" - graded according to probability:

Ampel-Kabinett: Almost certain - the minister at Olaf Scholz's side

Helge Braun (CDU) is still in charge of the affairs of the

Chancellery Minister

.

He now wants to become head of the CDU - it is quite likely, however, that the previous State Secretary for Finance,

Wolfgang Schmidt, will become

head of the Chancellery.

The lawyer has been a companion and confidante of Scholz for many years.

However, he has a reputation for going a step too far for his boss.

In September, the Osnabrück public prosecutor initiated an investigation against Schmidt for allegedly distributing excerpts from a court ruling on a search in the Ministry of Finance on Twitter.

However, this will not be an exclusion criterion.

Another SPD politician is also considered to be almost set:

Hubertus Heil

.

The party was satisfied with the work of Lower Saxony in the

Ministry of Labor

- at 49, Heil is also in the prime political age and is considered one of the fathers of the 12 euro minimum wage, which is now actually to be implemented.

Traffic light ministers wanted: Habeck, Baerbock and Lindner on board - but in which department?

The speculations about the party leaders of the smaller Ampel partners are still to be rebuilt. It

is almost certain

that

Christian Lindner

as well as

Robert Habeck

and

Annalena Baerbock will

sit in the Scholz cabinet - the two Greens have already announced their withdrawal from the party leadership. However, it is unclear which positions they will receive.

FDP leader Christian Lindner wants to become

finance minister

- however, the environment of the Greens leader Robert Habeck also announced that he was very well suited for the post. Perhaps Lindner could actually take over the finance ministry, while Habeck leads a specially tailored

climate, energy and economics

ministry

. If Habeck takes on the green core issues, Baerbock, a graduate in international law, could head the

foreign office

. Already during the election campaign she was happy to make pointed statements on international politics. The fact that the generally pale minister Heiko Maas (SPD), who stumbled in the Afghanistan crisis in particular, remains in office is almost impossible anyway.

Minister in the traffic light government?

Two SPD women have good cards - but need new posts

The situation is once again different for two SPD women: Environment Minister

Svenja Schulze

and Justice Minister

Christine Lambrecht

could still find themselves at the cabinet.

However, hardly in their previous functions.

The two SPD politicians have not made any major mistakes and at the same time would help Scholz to achieve the gender parity he is striving for in the cabinet.

However, the Greens are likely to lay claim to the environment and the FDP to the Ministry of Justice.

If Scholz wants to keep his experienced comrades at the cabinet table, then new departments have to be found.

There was speculation about an expanded

building ministry

for Schulze - which at least indirectly affects the climate issue - and the

interior ministry

for Lambrecht.

The interior department would also have certain thematic overlaps with the justice field.

Green Minister for Scholz: Hofreiter has good chances

It already sounded: The Greens could claim all climate-relevant departments for themselves for purely strategic reasons.

During the negotiations, the eco party came on the defensive when it came to the climate issue - countermeasures could be taken with the right ministries.

One example is the

Ministry of Transport

.

The right candidate could be

parliamentary group leader Anton Hofreiter

.

Hofreiter has influence in the party.

And is different from Baerbock and Habeck party leftists.

The "Fundi" wing will demand posts.

However, on the morning of the coalition agreement, it was said that the department would go to the FDP.

Speculation about Scholz's cabinet: possible candidates for the FDP

Behind the eight top candidates Schmidt, Heil, Lindner, Baerbock, Habeck, Schulze, Lambrecht and Hofreiter, the area of the highly speculative begins slowly. A total of six departments should thus remain “free”. It is likely that the FDP will receive at least four departments - in theory there could be more. However, the powerful Treasury Department could cost more posts.

FDP General Secretary

Volker Wissing

- until recently Minister of Economic Affairs in Rhineland-Palatinate -, defense

expert Marie-Agnes Strack-Zimmermann

and the parliamentary manager of the FDP parliamentary group, lawyer

Marco Buschmann

are considered

potential cabinet members of the Liberals alongside

Lindner

.

That would mean four names.

However, some observers doubt that the defense department will not end up in the hands of the Chancellor Party for the first time since 1949.

According to information from the

t-online

portal,

on the other hand, Wissing is actually a favorite for the

Ministry of Justice

traditionally coveted by the FDP

.

The thesis of a move by FDP parliamentary group vice-president

Michael Theurer

to the health department

recently circulated in lists

.

A rather unlikely variant: to heave someone without expertise in this area into the middle of the corona pandemic would be at least risky.

The jump of Hessian

Bettina Stark-Watzinger

to the

Ministry of Education

is now considered more obvious

.

The Ampel-Kabinett - a highly hypothetical list:

  • Almost sure:

  • Chancellor:

    Olaf Scholz (SPD)

  • Head of the Chancellery:

    Wolfgang Schmidt (SPD)

  • Labor Minister:

    Hubertus Heil (SPD)

  • Quite likely:

  • Finance Minister:

    Christian Lindner (FDP)

  • Minister for Economy, Climate and Energy:

    Robert Habeck (Greens)

  • Foreign Minister:

    Annalena Baerbock (Greens)

  • Good chances:

  • Transport Minister:

    Anton Hofreiter (Greens)

  • Minister for Building, Housing and Urban Development:

    Svenja Schulze (SPD)

  • Interior Minister:

    Christine Lambrecht (SPD)

  • Justice Minister:

    Volker Wissing (FDP)

  • Fairly open:

  • Presumably six ministries:

health, defense, family, development, environment, education

  • We are looking for:

    At least five female ministers;

at least two FDP and one or two Green Ministers.

  • Suspected candidates:

Klara Geywitz, Bärbel Kofler (both SPD), Katrin Göring-Eckardt, Agnieszka Brugger, Katharina Dröge, Anne Spiegel (all Greens), Marie-Agnes Strack-Zimmermann, Marco Buschmann, Michael Theurer, Bettina Stark-Watzinger (all FDP).

Women wanted: who could reap further ministerial posts?

There remained four departments - and here parity could slowly come into focus: Scholz promised equilibrium between the sexes in the cabinet during the election campaign.

And then there is the old east-west question.

Possible candidates are therefore the social democrat

Klara Geywitz

from Brandenburg - she was also once Scholz's tandem partner in the fight for the SPD chairmanship - or the

Green politician Katrin Göring-Eckardt

from Thuringia.

The latter was recently speculated in the Family Ministry, but was also heavily involved in Corona, i.e. health.

The Saxon Minister of Social Affairs,

Petra Köpping,

is mentioned again and again in the speculations

.

But she has already denied: "Petra Köpping has no intention of becoming Federal Minister of Health," said a spokeswoman for the

picture

.

At least not officially relegated to the realm of fable are rumors about SPD politician Bärbel Kofler as development minister and the Green Steffi Lemke as environment minister.

But the situation remains confusing: According to information from the

taz

,

Agnieszka Brugger

,

Katharina Dröge

and

Anne Spiegel

were also recently

discussed as Green women with ministerial caliber.

Possible departments:

development, defense, family

.

But the bottom line is: there are no certainties for the time being.

And it seems very unlikely that the top 18 negotiators of the traffic light will write down lists and let them become public.

There will probably only be a real division of departments when the SPD, Greens and FDP appear in front of the cameras and announce an agreement.

A list of ministers even a little later.
