Kirchheim
- Ewald Matejka (SPD) received great praise for the Kirchheim asset budget 2022: "I would not have thought that it could be done so well in such difficult times." Millions in loans and takes five million from reserves.
Treasurer Christine Brunner-Ernst presented the budget for the next year and the financial planning for the next three years.
Accordingly, due to the abundance of planned investments and in view of the still low interest rate level, borrowing is to be advocated and inevitable.
The municipality is planning with a deficit of 22.2 million euros, 17.2 million in credit are needed, five million are in reserves, which currently amount to 14 million.
The debt will increase from 26.7 million on December 31, 2020 to 37.5 million at the end of this year.
This is where the money comes from and where it flows to
Ongoing investments that are absolutely necessary are the new construction of the town hall and citizens' hall (13.8 million), the new construction of the House for Children II (2.5 million) and the redesign of the green spaces at the elementary and middle school (560,000). In addition, 7.6 million euros are earmarked for the local park, 600,000 euros for the renovation of the Kirchheim oval and one million euros for the “Smart City” project. In addition, 2.4 million for the development of the Hausen Süd building area. "For the preparation and organization of the State Garden Show 2024, we as a municipality have to make advance payments, the subsidies are always paid out afterwards," explained Mayor Maximilian Böltl (CSU).
In terms of income, chamberlain Brunner-Ernst mainly calculates grants, for example for the Kinderhaus I St. Dorothea (650,000), the House for Children II (1.3 million), the State Garden Show (1 million), the Smart City project (1 Million) and the new building on Rosenstrasse (970,000).
A total of 5.6 million euros in income are planned, plus 810,000 from property sales and 2.7 million in development contributions for building areas and measures.
“In the years 2022 and 2023 we will still take out loans and money from the reserve,” said Brunner-Ernst, “from 2024 we are planning again with an allocation to reserves of 5.8 million and a special loan repayment of 10 million.
"We don't even need to talk to fast internet"
Böltl added that the community had tendered mobile air purification devices for the classrooms regionally. “This enabled us to bypass the Europe-wide tender and are currently in the bidding phase.” Marcel Proffert (VFW) applied for the planning costs for the community center to be postponed by one year. This was rejected, as was his request to postpone the general renovation of the elementary and middle schools. Berit Vogel (Greens) asked how the 280,000 euros for new IT and cabling would come about. Social affairs officer Raphael Tränkle explained that the technology in the school is so out of date, “We don't even need to talk about WiFi or fast internet. That will be fundamentally renewed with the fire protection. "Against the votes of Proffert and Vogel, the budget was approved,Proffert also voted against the financial planning for 2022 to 2025.
