The government in a hurry to act against the "administrative burn-out" of the French

The resolution which invites the government to "recognize, prevent and fight against the risk of administrative exhaustion of the French" was adopted in the Assembly.


Incomprehensible formalities, empty phone calls ... The National Assembly on Thursday urged the government to act against the "

burn-out

" of users in the face of public services too often opaque and dehumanized.

A resolution inviting the government to "

recognize, prevent and fight against the risk of administrative exhaustion of the French

", by the deputy Valérie Petit (Agir group), was adopted by 36 votes in favor, three against and three abstentions.

One in five French people in difficulty

Gray card, retirement, Social Security, RSA, identity card ... "these

are some of the steps that cause the most stress on a daily basis for our fellow citizens,

" said the member for the North.

One in five French people say they have difficulty carrying out routine administrative procedures, and 12% of those who say they encounter such problems admit eventually letting go, according to figures provided in support of the text.

The resolution denounces "

normative inflation and the increase in the complexity and dematerialization of administrative procedures which create stress, anxiety, depression and which contribute to the increase in the non-use of rights

".

If the expectation is "

strong

" on the side of the citizens, it is also on the side of the public officials who suffer from the deterioration of relations with the citizens, further underlines the text.

The resolution suggests to the Prime Minister to create a research team to define precisely the administrative exhaustion and to draw up the "

clinical picture

" of it in the mode of what exists for professional exhaustion. The question of “

administrative burn-out

” could also be integrated into the teaching of public service schools and appear in the “

road map

” of each ministry. Nicole Sanquer (UDI) deplored “

this very French disease of over-administration

”.

The Minister of Transformation and Public Service Amélie de Montchalin recognized situations "

sometimes very real

" but regretted the use of terms as harsh as "

steel cage

" or "

psychological prison

" by Valérie Petit.

" to improve the relationship between citizens and public services, she pleaded.

Communist Stéphane Peu denounced this resolution to him, assuring that the problem was not so much "

administrative red tape

" as "

policies which always leave more people by the wayside

".
