- The city of Freising issued a statement twice as part of the preparation of a noise action plan for Munich Airport: the first time in summer 2020, the second time in summer 2021 (we reported).

Now the noise action plan is ready.

Because two very important points were not taken into account from the city's point of view, “the city does not establish behavior”, as the rejection is called in official German.

The planning committee has approved a corresponding letter to the government of Upper Bavaria, Mayor Tobias Eschenbacher signed it during the committee meeting.

Beate Metz from the city's environmental agency explained that the city's suggestions and objections were largely taken into account and incorporated into the noise action plan, but from the city's point of view, “the most important measures for a clear, long-term and sustainable noise reduction have not been adequately taken into account been ".

The points

This means, on the one hand, the demand put forward by almost all municipalities involved to forego the construction of the third runway.

On the other hand, the demand for a night flight ban between 10 p.m. and 6 a.m. is not taken into account in the noise action plan, but the regulation that has been in force since 2001 is adhered to.

The city of Freising argues that this has adverse health effects on the population.

Basically to be welcomed

Exactly these two points are also cited in the letter as a reason for the rejection of the noise action plan by the city, which is now sent to the government in Munich as a final statement by Freising after unanimous approval by the planning committee.

As city director Gerhard Koch added, it is of course "generally to be welcomed" that there is now a noise action plan for the MUC.

After all, an EU ruling was needed in order for this plan to be drawn up, which - one has to see it - contains “many things that are welcome”.

And: night flight regulations and runway have just been confirmed by the highest court.

The discussion

It was precisely this argumentation that annoyed airport officer Manfred Drobny (Greens): In its answers to the city's objections, FMG withdraws from the fact that everything is regulated by law.

"But that wasn't the question at all," emphasized Drobny.

Hans Hölzl, FSM City Councilor from Attaching, found the city's statement to be good: even if the noise action plan wasn't directly about the runway or night flight regulations, one had to repeatedly and incessantly refer to these two points in all statements.

“So that they are never forgotten.” A total of 160 statements were received by the government this summer, including 14 from municipalities and one from the Freising district.
