Other major items: sewage treatment plant (€ 1.68 million), purchase of a flushing vehicle (€ 798,000) and renovation of the general sewer network (€ 780,000).

If everything is realized, new debts will have to be found: For the year 2022 a borrowing of 2.37 million euros is planned, in 2023 even 6.83 million - the debt level would increase from 2.04 million in 2021 to over eleven million at the end of 2023.

Nevertheless, the debt service - i.e. interest and repayment - continues to decline. Because this year two larger loans with a total amount of 2.7 million euros could be repaid. These were taken about ten years ago with an interest rate of 3.3 percent at the time, which saves the AZV an annual six-figure payment. More loans will expire in the coming years, and a new loan with interest rates approaching zero will reduce the debt service from 850,000 euros to 200,000 euros in 2024. In view of the high reserves, there is an “internal loan” of three million Euro.

In terms of revenue, manufacturing contributions of a good three million euros are planned for 2022. These come from the new development areas in the member municipalities and, according to the current status, have fallen to less than one million euros twelve months later. An increase is only possible through the designation of new building areas.

The other major revenue items in the administrative budget come from the wastewater charges (€ 6.6 million) and rainwater charges (€ 1.2 million). All in all, the income will decrease a little, according to Banke, and the fee equalization reserve will be reduced from around 7.2 million to 3.8 million euros according to the approach. A large chunk of this goes to the rehabilitation of the sewer network with 1.5 million. But the renovation of concrete structures in the sewage treatment plant also costs a good 600,000 euros - the tenders are currently running. The association is investing around 4.7 million euros in staff - a sum that will continue to rise to 81 positions (previously 80) with a slight increase in staffing levels.

The administrative costs of the office increase from 1.7 to around two million euros.

Nevertheless, one is still very liquid, emphasized Banke.

Gotz said that, in view of the Corona, one could never be quite sure how the year was going: “Maybe we will be smarter in twelve months.
