The increase has a main cause: District Administrator Martin Bayerstorfer (CSU) wants to take out a 20 million euro loan in order to be able to implement hire purchase models on the housing market. This should be handled by the district's housing association. Most likely in Erding and Moosinning, later also in Isen, multi-family houses are planned. The residents move in to rent, but can save them up to buy the apartments later. For many middle-income families, but with no financial basis, this is the only way to get home ownership. "We handle the loans through the district because we get more favorable conditions," said Bayerstorfer in an interview with our newspaper.

The administrative budget, which accounts for day-to-day operations, is 197 million euros (2021: 183 million euros), the asset budget for investments is 53 million euros (21 million euros).

Districts do not have their own income, they get the money from the municipalities - through the district levy.

Bayerstorfer and chamberlain Elisabeth Thaler enter the deliberations with 52.0 points (2021: 50.0).

That means: for every 100 euros that a municipality receives mainly from taxes, it has to pay 52 to the district.

That is why it is primarily this rate of assessment that is hotly debated in the district council, which also includes many mayors.

However, Bayerstorfer reports that he has already spoken to Hans Wiesmaier (CSU / Fraunberg) as the mayor's spokesman.

If the levy is this amount, the district will receive 114 million euros, seven more than this year.

However, the district has to pass on almost half of this sum immediately - as a contribution to the district in the amount of 48 million euros, two more than in 2021. He himself only has 5.5 million euros of the district contribution.

Another important source is the key allocations, a financial injection from the state.

Chamberlain Thaler is assuming a little more than 15 million euros.

The budget, which Bayerstorfer names education, medicine and social affairs, is so generous this year because the district is also affected by cost increases. The personnel costs are two million euros (total: 32.5 million euros). In addition, there will be additional staff - specifically 25.3 new positions in 2021 and 2022, which will cost 1.1 million euros. According to the district administrator, there is an increase in the building authority, water law, pension advice and care support point. But he also admits: “It is very difficult to find strength. In 2021 we were unable to fill any of the 8.65 new positions. "

Traditionally, youth welfare services take up a lot of money, for example for home accommodation.

There will be 21 million in the coming year.

The further digitization of the schools will cost the district just under four million euros over the next two years, including 645,000 euros for touchboard panels.

The district spends 1,200 euros per day and student, and almost 54,000 euros per school day - a total of 9.7 million euros.

The construction maintenance costs only 2.3 million, "because we have completed several large projects," says Bayerstorfer.

The construction of a triple hall at the Anne Frank Gymnasium will cost around 7.5 million euros in 2022.

In addition, the property budget includes building measures and planning costs in almost all district schools, which will add up to a total of 2.5 million euros.

One of the largest items is the “Klinikum investment offensive”, which is budgeted for a total of 54 million euros over several years.

It should be 13.7 million in 2022, including 3.2 million planning costs for the extension buildings.

The 365-euro MVV annual ticket for schoolchildren and trainees costs the district half a million euros, as does the implementation of the MVV tariff reform in the second year.

For photovoltaic systems at the Isen garbage dump and at the Erding funding center, 530,000 and 30,000 euros, respectively, are estimated.

A total of 2.4 million euros are required for the district roads.

Other projects in the asset budget include the planning of the new fire service center and the new rescue control center for 200,000 euros each.
