The decision-makers' proposal states that there is a "real need" that justifies Peretz's appointment even though he is not on the board of directors and despite the committee's decision that the conditions that justify his appointment are not met.

Gantz believes that Peretz, defense minister and former chairman of the Histadrut, has "special skills" and extensive experience in managing government ministries, large organizations, systems, workers and budgets to justify his appointment as a director in IAI despite the existence of a political affiliation, and later as chairman. Ganz's move, backed by Lieberman, is considered highly unusual, but he received approval from the attorney general who stated in a lengthy opinion that there is no legal impediment to approving Peretz's appointment, but does raise significant legal difficulties. The Movement for the Quality of Government has already warned government ministers that bypassing the committee is "a very dangerous precedent, which could lead to the overthrow of the committee and open the door to a series of future political appointments, ignoring the professional committee's rulings.
